The RCMP has a requirement for the removal and replacement of seven (7) existing RCMP communication towers and the replacement of five (5) existing communication towers, located in the province of New Brunswick. FILE NUMBER: 201600015 ORGANIZATION NAME: Royal Canadian Mounted Police NOTICE DESCRIPTION: Replacement of communication towers in New Brunswick COMPETITIVE PROCUREMENT STRATEGY: Lowest priced, compliant proposal AGREEMENTS: Agreement on Internal Trade (AIT) North America Free Trade Agreement (NAFTA) World Trade Organization Agreement on Government Procurement (WTO-AGO) NATURE OF THE REQUIREMENT: The Royal Canadian Mounted Police has a requirement to replace seven (7) existing towers at the following sites located in the province of New Brunswick: Campbelton, Grand Manan, Oromocto, Perth, Richibucto, Tracadie and Woodstock, NB. The existing towers are to be removed and disposed of and seven (7) new towers must be installed. Additionally, five (5) existing towers are to be removed and disposed of at the following sites located in the province of New Brunswick: Baie Ste Anne, Florenceville, Jacquet River, Riverview and Shippegan, NB. Bidders must be able to provide the required services for all twelve (12) sites as detailed in the Request for Proposal document (Annex A). This requirement is open only to those invited Supply Arrangement Holders under supply arrangement 201301568/B/XX who qualified under: Stream 4: Tower Replacement. Region of Qualification: Eastern AND Stream 2: Maintenance and Repair. Region of Qualification: Eastern The following SA Holders have been invited to submit a proposal: 1. Alpha-Beta – 201304568/B/001 2. ARNO Télécommunications Inc. – 201304568/B/009 3. Communications Technology Inc. – 201304568/B/002 4. Groupe Consertek LM Inc. – 201304568/B/010 5. Télécon – 201304568/B/013 6. West Tower - 201304568/B/014 7. R.A.C. Group Inc. – 201304568/B/007 SECURITY: There is no security provision associated with the requirement. EVALUATION PROCEDURE: Bids will be assessed in accordance with the entire requirement of the bid solicitation. An evaluation team composed of representatives of Canada will evaluate the bids. BASIS OF SELECTION: To be declared responsive, a bid must comply with all the requirements of the bid solicitation and meet all the mandatory technical criteria. The responsive bid with the lowest evaluated price will be recommended for contract award. DEBRIEFINGS: Bidders may request a debriefing on the results of the bid solicitation process. Bidders should make the request to the Contracting Authority within 15 working days of receipt of the results of the bid solicitation process. The debriefing may be in writing, by telephone or in person. PROPOSED PERIOD OF CONTRACT: The proposed period of contract will be an estimated six (6) months from date of contract award.
