    Description
    PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
    This is not a bid solicitation.  This is an advance notice of a potential project with anticipated security requirements to provide interested consultants an opportunity to apply for security clearances.  Note that there is no guarantee that this project will proceed. 
    
    
    
    DESCRIPTION OF THE PROJECT
    The A/B Jetty Recapitalization Project is planned to be divided into two (2) or more contracts. Work includes demolition of the existing “A” and “B” Jetties, associated utilities and cranes, dredging/excavation and disposal of seabed sediments and soils, as well as blasting and rock removal both in the marine environment and on land. New construction includes building the two new Jetties, extending the existing Utility Corridor and services therein, and other foreshore works. The replacement of the two jetties and their associated infrastructure will be done sequentially.
    
    DESCRIPTION OF THE SERVICES 
    An environmental consultant is required to provide various environmental services during the A&B Jetty Recapitalization Project. The services required include, but are not limited to, fish and marine mammal monitoring, marine blast wave monitoring, turbidity/dissolved contaminant monitoring, abalone survey, Species At Risk (SAR) Permitting and abalone relocation, archaeological monitoring, soil/stockpile testing and hazardous building material surveys. The cost for this work is in the order of $2,600,000 divided over two phases with the first phase in the order of $600,000. It is anticipated that this procurement will be initiated in early 2016.  This is conditional on the project receiving approval to proceed by DND.
    
    SECURITY REQUIREMENTS
    
    
    Consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
    
    
    
    Sub-consultants will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
     
    PROCESS 
    
    
    Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP).  This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.  Consultants are asked to submit their request prior to August 31, 2015 quoting the following information:

    -	Level of clearance requested to be sponsored for. 
    
    Consultants that have been sponsored through the ISP, that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to Michael Morris indicating:

    -	Contact person
    -	Level of clearance previously requested to be sponsored for
    -	Organization number assigned by CISD (if received)
