    Description
    EXECUTIVE SEARCH AND ASSESSMENT SERVICES
    
    The National Capital Commission (NCC) is seeking the services of qualified Executive Search Firm(s) with demonstrated competence and experience in the provision of a full range of executive search and assessment services to aid in the recruitment of executive roles on an “as requested basis” at the NCC.  
    
    The duration of the term will be for a period of two (2) years from date of award.
    The NCC intends to establish a minimum of two (2) Standing Offer Agreements.
    
    The Executive Search firm shall:
    
    a) Generate a short/long list of candidates. 
    b) Present a detailed work plan which includes timelines and a description of method or processes that will be used, and to identify members of employment equity designated groups as follows:
    •	A list of activities with specific dates that they are to be carried out and completed
    •	The names of individuals responsible for the activities with specific reference to their experience and expertise in search and/or recruitment processes; their education and accreditation; details of assessment and screening tools and methodology to be used in the search and recruitment processes.
    c) Report on a biweekly basis on the progress of the selection processing and if needed, redefine the selection process direction.
    d) Research, complete and document (i.e. provide lists) a systemic and comprehensive search of appropriate target market, regions, companies, associations and individuals and present findings to the NCC.
    e) Undertake advertising/publicity campaigns upon approval by the NCC. The cost of advertisements is to be included in the proposal.
    f) Perform screening, assessment and identification of Candidates short list.
    g) Meet with individuals identified and deemed suitable in the “search and target” process, to determine level of interest and assess, on a preliminary basis.
    h) Receive and screen application received from the advertising/publicity campaigns, using the Statement of Merit Criteria – including language test results meeting the executive language profile.
    i) Finalize short list of at least four (4) candidates by role based on discussions.
    j) Arrange, in consultation with the NCC authorities, formal interviews of short-listed candidates including interview schedules following pre-approval by the NCC and based on NCC established rates where applicable. 
    k) Conduct, in consultation with the NCC, reference checks based on the executive leadership competencies defined by the NCC and confirm data such as education, employment dates, positions held, and reasons for leaving previous positions.
    l) Prepare interview questions and all interview documents including assessment reports and final board reports.
    m) Provide or suggest other tangible and related services that would add value to the search process.
    
    The procurement process of this tender is subject to Chapter 5 on the Agreement on Internal Trade.
