ADVANCE PROCUREMENT NOTICE
WAINWRIGHT MAINTENANCE SUPPORT SERVICES
WAINWRIGHT GARRISON, ALBERTA
(WITH SECURITY REQUIREMENTS)

PURPOSE OF THIS ADVANCE PROCUREMENT NOTICE
This is not a bid solicitation.  This is an advance notice of a potential project with anticipated security requirements to provide interested Facility Management Companies an opportunity to apply for security clearances.  Note that there is no guarantee that this project will proceed. 

DESCRIPTION OF THE PROJECT
Facility Maintenance and Support Services for various building and systems located at Wainwright Garrison, Alberta.  Activities to include, but not limited to, inspection, testing, maintenance, repairs and improvements of:
-	Building envelope
-	Door systems
-	Electrical systems
-	Elevator and lifting systems
-	Generators
-	Heating, ventilation, air conditioning and refrigeration systems
-	Life safety systems
-	Plumbing systems

DESCRIPTION OF THE SERVICES 
The scope of this contract will encompass preventive and corrective maintenance activities spanning a suite of hard and soft services. The full inspection, testing, maintenance and repair scope of services will be applied to approximately 32 facilities with a gross total floor space of approximately 123,000 m2. Services to include monitoring and planning activities related to industries good maintenance practices for buildings and structures.  Janitorial services, help desk, and halocarbon inventories may be included as well as minor repairs/replacements, grounds maintenance, snow clearance and projects up to $100,000.  The rough order of magnitude value of the contract is $13,500,000 over a three (3) year period.

It is anticipated that this procurement will be initiated in April, 2016.  This is conditional on the project receiving approval to proceed by the DND. 

SECURITY REQUIREMENTS
Contractor / Offeror will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC). 
The Contractor’s / Offeror’s personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS)/ issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractor’s personnel requiring access to sensitive work site(s) must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PWGSC.
 
PROCESS 
Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal/bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP).  This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.  Contractors are asked to submit their request prior to October 26, 2015 quoting the following information: 

-	Contract number WR66421; and
-	Level of clearance requested to be sponsored for. 

Contractors that have been sponsored through the ISP, that are in the process of obtaining their clearance and that are interested in submitting a bid for this procurement are to send an email to the  contact person noted below indicating:
-	Name of the firm
-	Contact person
-	Level of clearance previously requested to be sponsored for
-	Organization number assigned by CISD (if received)
