    Advance Contract Award Notice (ACAN) for update of historical data in Energy 2020 model

    The National Energy Board (NEB) has identified a requirement to update historical data in its energy model – ENERGY 2020 and to receive a guaranteed number of modeling support hours for the NEB staff.

    The purpose of this ACAN is to provide public notice indicating to the supplier community that NEB intends to award a contract for these services to Systematic Solutions Inc. (herein after, SSI). Before awarding the contract however, the government would like to allow other potential suppliers to signal their interest in bidding and demonstrate they are capable of satisfying the requirements by submitting a Statement of Capabilities within the 15 calendar day posting period.

    If no other potential supplier submits a Statement of Capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    Definition of the requirement

    National Energy Board prepares projections of energy supply and demand requirements, publishing its findings from time to time in periodic reports. The projections are undertaken in support of its mandate to monitor energy markets and provide an outlook for Canadian supply and demand of all major energy commodities.

    ENERGY 2020 is being used to undertake energy demand and electricity analysis for the Energy Futures Report as well as other energy demand focused work. For its next piece of analysis, the model needs to be updated to include 2014 energy data as well some on-going modeling support.

    1. Criteria for assessment of the Statement of Capabilities (Minimum Essential Requirements)

    Any interested supplier must demonstrate by way of a statement of capabilities, ability to undertake the following tasks:

    1. Update the model with 2014 Canadian historical energy data sets;
    2. Incorporate, review and revise electricity data provided by NEB;
    3. Update key US data
    4. Incorporate enhancements from Environment Canada’s version of model as directed by NEB staff;
    5. Recalibrate model to 2014; debug and create new base case;
    6. Document the modifications made to model in a project summary;
    7. Provide model maintenance support

    1. Justification for the Pre-Identified Supplier

    The model is developed by the pre-identified supplier, SSI, who has Intellectual Property rights on Energy 2020 and have provided similar updates every year for several years since the model was brought onboard at NEB in 2006.

    1. Government Contracts Regulations Exception(s)

    The following exception(s) to the Government Contracts Regulations is invoked for this procurement under subsection 6(d) - "only one person is capable of performing the work".

    1. Period of the proposed contract or delivery date

    The proposed contract is for a period of three (3) months from date of award to March 31, 2016.

    1. Cost estimate of the proposed contract

    The estimated value of the contract is $ 55,500.00 (GST/HST extra).

The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.
