    1. MANDATE

    Industry Canada (IC) works with Canadians in all areas of the economy and in all parts of the country to improve conditions for investment, enhance Canada's innovation performance, increase Canada's share of global trade and build a fair, efficient and competitive marketplace.

    This includes managing Canada's airwaves and overseeing its bankruptcy, incorporation, intellectual property and measurement systems; providing financing and industry research tools to help businesses develop, import and export; encouraging scientific research; and protecting and promoting the interests of Canadian consumers.

    2. ORGANIZATION

    The mandate of the Chief Information Office (CIO) of Industry Canada is to maximize Industry Canada's business performance through modern and progressive management of information technology (IT) services, policies, and resources. The CIO Branch is specifically responsible for:

    • Establishing IT strategies and policies that support the overall mandate of the Department and are consistent with established funding envelopes;

    • Aligning IT resources with departmental priorities and IT plans through a practical governance structure;

    • Providing high-quality, affordable IT services to departmental business partners;

    • Providing high-quality and responsive support to departmental IT users; and

    • Establishing department-wide technology standards and architecture to maximize opportunities for horizontal investments in IT across the department.

      The Business Services Branch (BSB) is responsible for the development of solutions and applications, enterprise solutions, IT modernization as well as the maintenance of existing systems to support Industry Canada enterprise and business units.

      Services are delivered through four organizational directorates

    • Business Solutions

    • Enterprise Solutions

    • IT Modernization

    • SITT & CIPO Development and Support

      The SITT & CIPO Development and Support Directorate (SCDSD) is responsible for the following:

    • Support of existing systems;
    • CIPO specific mid-range, middleware; and
    • CIPO mainframe database and data administration.

    This requirement will fall under the support of existing systems.

    3. PROJECT OVERVIEW - CIPO IT IMPLEMENTATION OF A PATENT LAW TREATY (PLT):

    The Business Solutions Branch (BSB) of the Chief Information Office, a sector within the federal department of Industry Canada (IC) requires the resource based professional services of two (2) Senior Technology Architects to work under the SITT & CIPO Development and Support Directorate to assist with the ongoing application support of CIPO applications infrastructure.

    4. SCOPE OF WORK / KEY ACTIVITIES

    Tasks are centered on the application architecture, development, support and operational activities on multi platforms midrange and mainframe for CIPO business lines projects and maintenance within Industry Canada, Chief Information Office (CIO) and Shared Service Canada (SSC) services.

    These resources will provide the following tasks and services but will not be limited to the following:

    Technology Architect Level 3 – Resource #1

    • Architect technology designs to organize and manage the configuration, integration and installation of CIPO’s Web based applications;

    • Architect technology designs and plans to organize and co-ordinate the configuration, integration and installation of CIPO’s business applications storage requirements;

    • Prepare, participate and review technical documents, including project plans, operational plans, application integration plans, operations schedules, release schedules, productivity improvements, application log files, guides, documentation for use by colleagues, management, application development/maintenance teams and enterprise and business architect teams;

    • Research CIPO’s application software requirement’s compatibility with new/proposed software releases;

    • Provide expertise to CIO’s Business Solution Branch and IT Service Partners regarding the mainframe, midrange environments, SAN storage, Tivoli product suite, WebSphere version 8.5 and above, Search Engines and Verity;

    • Provide expertise relating to data exchange and open data business requirements and products;

    • Provide expertise to CIO’s Business Solution Branch and IT Service Partners regarding application integration on midrange, mainframe and network systems;

    • Monitor client/server systems utilization, performance and event logs, forecast demands and recommend system improvements to meet CIPO’s business requirements;

    • Participate in the analysis, development, integration, testing, tuning and implementation of applications, projects, initiatives to determine their impact on CIPO’s business lines applications;

    • Design, configure and support virtual IBM AIX LPAR environments based on redundant servers running 50+ LPARs;

    • Provide 3rd level configuration and application support to a midrange and/or z/OS based WebSphere environment involving multiple development, quality assurance, and production support environments each with its own databases and connectivity to legacy systems and /or external interfaces;

    • Architect a technology plan to design and implement a virtualized server environment to support a multi-phase application release architecture involving multiple development, quality assurance and production support environments, each with its own databases and connectivity to legacy systems and/or external interfaces;

    • Install, configure and support a multiplatform job scheduling capability to support the application batch jobs;

    • Develop, configure, install, test, implement and maintain LDAP (Lightweight Directory Access Protocol) in a virtualized midrange environment to support WebSphere midrange and application authentication;

    • Investigate and/or participate in the investigation for a new search engine to replace Verity software used by CIPO business line applications;

    • Install, configure and support Verity Search Engine on CIPO mid-range environments and customize for each application;

    • Participate, install, configure and support new search Engines used by CIPO business line applications;

    • Monitor and resolve problems identified in daily health check on an on-going basis;

    • Analyze, plan, develop, maintain and update daily health check scripts as required by the evolving business applications;

    • Monitor, report and participate in the resolution of event log error files notification;

    • Script and document operational support processes;

    • Manage repository and multiple Verity indexes;

    • Analyze business requirements and recommend evergreen solutions;

    • Participate in Threat Risk Assessments;

    • Participate in Project Readiness Reviews;

    • Participate in Network design meeting between multiple government departments;

    • Provide expertise to troubleshoot performance issues and production problems;

    • Test and co-ordinate implementation of solutions;

    • Adhere to CIO’s service management procedures;

    • Work in collaboration with CIO’s Enterprise and Business Architecture Teams;

    • Provide WebSphere version 5.1 and above expertise on projects, initiatives and application; and

    • Design, configure and support high availability applications server environment allowing 24/7 availability while performing server and application maintenance;

    • Provide WebSphere expertise related to architecture, configuration and implementation of projects and initiatives business application requirements and system upgrades;

    • Perform daily server/application health check report;

    • Provide a Weekly Activities Summary report;

    • Provide a Weekly Project/Task report;

    • Provide ad hoc Performance reports in response to business applications implementations; and

    • Provide Architecture Evolution plans to align with CIPO’s IT Modernization Strategy.

    Technology Architect Level 3 – Resource #2

    • Architect a technology plan to organize and manage the configuration, integration and installation of CIPO’s Web based applications;

    • Architect a technology plan to organize and manage the configuration, integration and installation for network communications, between the midrange and z/OS, Linux and Windows environments for various applications ( DB2, Image Plus, WebSphere, and CIPO’s custom client/server based applications);

    • Architect a technology plan to organize and manage the configuration, integration and installation and maintenance for DB2 Connect services;

    • Architect a technology plan to organize and manage the configuration, integration and installation of secure communications between CIPO’s client Windows workstations and z/OS servers (Windows and z/OS encryption integration);

    • Architect a technology plan to organize and co-ordinate the configuration, integration and installation of CIPO’s business applications storage requirements;

    • Provide expertise to CIO’s Business Solutions Branch and IT Service Partners regarding the midrange, z/OS, AIX, Linux and Windows environments;

    • Provide expertise to CIO’s Business Solutions Branch and IT Service Partners regarding network integration between the midrange, z/OS, Linux and Windows environments;

    • Provide expertise to CIO’s Business Solutions Branch and IT Service Partners regarding midrange and z/OS security;

    • Provide expertise relating to a midrange and/or z/OS based WebSphere environment involving multiple development, quality assurance and production support environments, each with its own databases and connectivity to legacy systems and/or external interfaces;

    • Provide expertise relating to a multi-platform (z/OS, UNIX and Windows) Job Scheduling capability to support the batch maintenance jobs;

    • Provide expertise relating to the data exchange and open data business requirements and products;

    • Prepare, participate and review technical documents, including project plans, operational plans, application integration plans, operations schedules, release schedules, productivity improvements, application log files, guides, documentation for use by colleagues, management and application development/maintenance teams;

    • Monitor, document and report on CIPO’s systems and applications availability;

    • Provide expertise on how to optimize application availability;

    • Monitor and provide support for CIPO’s custom applications running in a Windows environment;

    • Define, update and provide support for ImagePlus workstation configuration on both the client Windows workstation and the mainframe;

    • Architect a technology plan to implement and maintain systems and applications availability and performance monitoring for multiple operating environments and applications;

    • Architect a technology plan and co-ordinate implementation of an appropriate backup strategy;

    • Provide automatic notification for abnormal events;

    • Research CIPO’s application software requirements compatibility with new software releases;

    • Monitor client/server utilization and performance, forecast demands and recommend system improvements to meet CIPO’s business applications requirements;

    • Participate in the analysis, development, integration, testing, tuning and implementation of applications, projects and initiatives to determine their impact on CIPO’s business lines applications;

    • In collaboration with OGDs, provide detailed network configuration diagrams and reports;

    • Provide monthly system and application availability reports;

    • Provide ad hoc performance reports in response to business application implementations; and

    • Provide Architecture Evolution plans to align with CIPO’s IT Modernization Strategy.

    5. MANAGEMENT OF PROJECT

    These resources report to the Manager, SITT and CIPO Development and Support Directorate responsible managing the IT components in support of the on-going maintenance of CIPO applications.

    6. WORK LOCATION

    The contractor will carry out the work on Industry Canada premises located at 235 Queen Street, Ottawa, Ontario.
