    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of potential projects with anticipated security requirements to provide interested Contractors an opportunity to apply for security clearances. Note that there is no guarantee that these projects will proceed.

    Description of the Project and Services

    The Construction Program involves reconstruction of the West Apron and portions of Runway 06-24, Taxiway Foxtrot and Taxiway Papa. The construction will consist of pavement demolition and crushing, granular base and sub-base placement, asphalt paving, concrete paving, joint sealing, storm drainage pipe installation, landscaping, airfield lighting systems and airfield pavement markings. Additional technical services supporting the project may also include, but not limited to land surveying, materials testing, geotechnical and environmental studies.

    Overall program value is estimated at $45,000,000.00.

    The site is located at Canadian Forces Base 8 Wing Trenton within the operations zone.

    It is anticipated that the procurement for these projects will be initiated in the Spring of 2016. This is conditional on the project receiving approval to proceed by the Department of National Defence.

    Security Requirements

    For this contract, Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS), issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Personnel entering the work site will be required to hold a valid Reliability Security Clearance issued by Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Contractors are asked to submit their request prior to January 18, 2016 quoting the following information:

    • Contract number AC169540 in the request; and
    • Level of clearance requested to be sponsored for.
