    Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for Multi-Disciplinary Architectural and Engineering Consultant Services – Standing Offer in the National Capital Region, Ontario

    In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer (SO) to provide “as and when required” professional services specific to Department of National Defence (DND) requirements in the National Capital Region, Ontario.

    The objective of this Request for Standing Offer (RFSO) is to select one (1) firm, who will sign a SO with DCC to provide services on an “as and when required” basis to a maximum estimated value of $400,000.00, for a period of two (2) years from the date of establishment.

    If mutually agreeable between the Consultant and DCC, the SO may be extended for two (2) additional one (1) year periods and increased in the order of $200,000.00 at any time. Call-ups under the SO are expected to be valued between $20,000.00 and $60,000.00; the maximum value of a Call-up is $100,000.00.

    The SO is not a commitment by DCC to spend the entire amount.

    Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer with DCC.

    This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
