Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested consultants and contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The Royal Canadian Dragoons (RCD) is an armoured reconnaissance regiment, located at Petawawa, Ontario. The RCD occupies over ten facilities at Garrison Petawawa, the majority of which are over 50 years old and in poor condition. The existing infrastructure is ill suited to support the requirements of the RCD and is spread over several buildings outside the main compound. The dispersion of the unit leads to a constant drain on time and resources. This project proposes to provide consolidated, purpose-built operational training and vehicle facilities to allow the RCD to effectively fulfil their role.
Description of the Services
The services required for this project will include the design and construction of one or more building(s) in addition to renovation and demolition of existing buildings. This project is estimated at approximately $50 million and it is currently anticipated that the procurement will be initiated in the late winter/early spring of 2016. This is conditional on the project receiving approval to proceed by the DND.
This project will be delivered under a collaborative model such as Integrated Project Delivery, Modified Design-Build or other collaborative approach.
Security Requirements
Consultants/Contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET with approved DOCUMENT SAFEGUARDING at the level of SECRET, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-consultants/sub-contractors will be required to hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
Consultants/Contractors that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Consultants/Contractors are asked to submit their request prior to February 15, 2016 quoting the following information:
- Contract number C.00024201; and
- Level of clearance requested to be sponsored for.
