Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested contractors an opportunity to apply for security clearances. Note that there is no guarantee that the project will proceed.
Project Description
This project will procure the services of a general contractor to deliver a construction project for a facility of approximately 20 000 m², the reuse of portable shelters and the demolition and development of an outdoor storage area to house the 5 CER at the Valcartier Garrison.
Services Description
The work in this project, may include, but is not necessarily limited to, the required services that will be provided during the construction phase.
The new building of approximately 20 000 m² will also include the renovation of two existing temporary shelters of 1 070 m², the demolition of a building, as well as site preparation and the parking area development, as well as a storage area for civilian and military vehicles.
The contractor will also be required to build facilities, including the renovations and all the work on site, the commissioning and the trial required before the user delivery.
The estimated value for the construction/renovation/demolition work is approximately $54 million.
It is anticipated that this procurement will be initiated in the summer 2016 period. This is conditional on the project receiving approval to proceed by DND.
Security requirements
For this contract, Contractor must, at all times during the performance of the contract, hold a valid Facility Security Clearance (FSC) at the level of SECRET, with approved Document Safeguarding Capability at the level of CONFIDENTIAL issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
The sub-contractors will be required to hold a valid Designated Organization Screening (DOS) and/or a valid Facility Security Clearance (FSC), Reliability or Secret level, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Subcontractors will be required to hold security clearances based on the classification of information or sensitivity of the work-site. In general:
1. Subcontractors with a Facility Security Clearance (FSC) of SECRET may perform the following work (approximately 1% of gross area):
a. Construction and Interior fit-up of Special Rooms
b. Design and Installation of telecommunications distribution systems, security hardware or electronic security systems including intrusion alarms, access controls and surveillance systems, mechanical and electrical systems.
2. Subcontractors with a Designated Organizational Screening (DOS) of RELIABILITY may perform the following work:
a. Construction of structure, building envelope, interior fit-up, mechanical and electrical systems.
3. Subcontractors that are unscreened may perform the following work:
a. Initial clearing, grubbing, and grading of site.
b. Utilities
c. Landscaping
Processing of CLASSIFIED information electronically at the Contractor/Offeror's site is NOT permitted under this Contract.
Contracts of subcontracting involving the security requirements should not be awarded without the prior written permission of CISD PWGSC.
Process
Contractor that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html.
The contractors shall submit requests before April 7th 2016 and refer to the following information in the request.
- Contract number C.000457; and
- Requested Security level.
The contractor that has been sponsored by the ISP, is in the process of receiving the security clearance or is interested in submitting a bid for this procurement shall send an email to ISP.Sponsorship@dcc-cdc.gc.ca, indicating the following items:
- Firm name
- Contact name
- Security level previously requested for the sponsorship
- Organization number assigned by CISD (if received)
