Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish a Standing Offer (SO) to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at CFB Wainwright, CFB Edmonton, and CFB Cold Lake, Alberta and their ancillary sites.

The objective of this Request for Standing Offer is to select one (1) firm, who will sign a SO with DCC to provide services on an “as and when required” basis to a maximum estimated value of $550,000.00, for a period of two (2) years from the date of establishment.

If mutually agreeable between the Consultant and DCC, the SO may be extended for up to one (1) additional year and increased in the order of $150,000.00 at any time.

Call-ups under the SO are expected to be valued between $10,000 and $25,000; the maximum value of a Call-up is $45,000.

The SO is not a commitment by DCC to spend the entire amount.

Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relates to achievements and experience, technical and managerial expertise. The highest ranking firm selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer with DCC.

This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
