    This bid solicitation cancels and supersedes previous bid solicitation number M5000-16-1594/B dated November 13, 2015 with a closing date of December 2, 2015 at 2:00 pm MDT (Mountain Daylight Time).
    
    NOTICE DESCRIPTION 
    
    Provision of Occupational Physician services to the RCMP in Saskatchewan. 
    Tendering Procedures: All interested suppliers may submit a bid.
    Completive Procurement Strategy:  Highest Combined Rating of Technical Merit (60%) and Price (40%).

    NATURE OF REQUIREMENT:
    The RCMP is seeking the services of one Occupational Health Physician to provide on-site occupational health services to the RCMP (Royal Canadian Mounted Police) in ‘F’ Division, Saskatchewan.  The physician must be licensed as a Physician in the Province of Saskatchewan or registered within another province or territory with eligibility for license in the province of Saskatchewan; is in good standing with the Provincial College of Physicians and Surgeons; is an experienced practitioner with at least five (5) years of experience; and qualifies for an RCMP Top Secret security clearance.  The contract is for two (2) years with one additional twelve (12) month option period.
    Requirements are in accordance with the Statement of Work detailed in the Invitation to Tender document in Annex A.  
    
    EVALUATION PROCEDURES
    
    Bids will be assessed in accordance with the entire requirement of the bid solicitation.  An evaluation team composed of representatives of Canada will evaluate the bids.
    
    BASIS OF SELECTION
    
    A bid must comply with the requirements of the bid solicitation and meet all mandatory technical evaluation criteria to be declared responsive.  The responsive bid with the highest combined rating of technical merit (60%) and price (40%) will be recommended for contract award.
    
    TRADE AGREEMENTS
    
    This requirement is exempt under the following Trade Agreements:
    World Trade Organization Agreement on Government Procurement (WTO-AGP), Annex 4, Notes to Annex 4, 4.6;
    North America Free Trade Agreement (NAFTA), Annex 1001.16-2, Section B Excluded Coverage, Section G;
    Agreement on Internal Trade (AIT), Annex 502.1B, Para 1(f).
    
    DEBRIEFINGS:
    
    After contract award, bidders may request a debriefing on the results of the bid solicitation process.  Bidders should make the request to the Contracting Authority within fifteen (15) days of receipt of the results of the bid solicitation process.  The debriefing may be in writing, by telephone or in person.
    
    The Crown retains the right to negotiate with suppliers on any procurement.
