Defence Construction Canada (DCC) - Request for Abbreviated Proposals: Standings Offers for Engineering Consultant Services Nationwide (Two Zones) Communication Towers and Supporting Infrastructure – COMMTWRS
Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish Standings Offers (SOs) to provide “as and when required” professional services specific to Department of National Defence (DND) requirements in two (2) geographical zones nationwide.
The objective of this RFAP is to select one (1) firm for each of the two (2) Standing Offers who will each sign a SO with DCC to provide services on an “as and when required” basis to a maximum estimated value of $1,200,000.00 for a period of two (2) years from the date of establishment for Zone1 – SO, and to a maximum estimated value of $800,000.00 for a period of two (2) years from the date of establishment for Zone2 – SO.
If mutually agreeable between the Consultant and DCC, the Zone 1 – SO may be extended for up to three (3) additional one (1) year periods and increased in the order of $600,000.00 for each additional period or when the SO reaches its maximum estimated value, whichever comes first.
If mutually agreeable between the Consultant and DCC, the Zone 2 – SO may be extended for up to three (3) additional one (1) year periods and increased in the order of $400,000.00 for each additional period or when the SO reaches its maximum estimated value, whichever comes first.
Call-ups under the SO are expected to be valued between $5,000.00 and $150,000.00, with the majority between $25,000.00 and $65,000.
These SOs are not a commitment by DCC to spend the entire amount.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relates to achievements and experience, technical and managerial expertise. The highest ranking firm selected through the evaluation process for each Zone – SO, including a factor for the price element, will be invited to negotiate a standing offer with DCC.
This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
