    In accordance with the rules, regulations, statues, guidelines and the professional association of the Province of Nova Scotia, Defence Construction Canada (DCC) is calling for firms to submit their proposals to achieve improvements in energy efficiency as part of an efficient market services primarily to recoverable costs for the proposed project which will be located at 14 Wing Greenwood, Nova Scotia.

    One of the objectives of the Sustainable Development Strategy of DND consists in improving the energy efficiency of their facilities. In support of this strategy, 14 Wing Greenwood, Nova Scotia seeks to reduce its energy consumption and of greenhouse gases (GHG) emissions from operations and the use of its facilities. One of the tools in pursuit of this strategy is to subject the buildings to energy efficient procurement of services (EMS) with the intention to make improvements in energy efficiency that would cause such a reduction.

    The scope of work is further described in the Annexes and Appendices provided in the Energy Performance Contract. A description of base activities, data on public services and a list of buildings are provided in the Facility Information Package.

    This opportunity is anticipated to be in the order of $15,000,000 (excluding financing, Goods and Services Sales Tax (GST), Provincial Sales Tax (PST) and Harmonized Sales Tax (HST)) based on a reduction of 10 % to 15 % in utility costs and a maximum of fifteen (15) years amortized payback from start of Work.

    This procurement follows tendering procedures conforming to NAFTA.
