    INVITATION TO SUBMIT AN EXPRESSION OF INTEREST (EOI)

    AS TO THE AVAILABILITY OF SPACE FOR LEASE

    IN THE MUNICIPALITY OF CHELSEA, QUEBEC, THE CITY OF GATINEAU, QUEBEC

    AND IN THE CITY OF OTTAWA, ONTARIO

    FILE NUMBER 5225-2-2016-2

    Public Services and Procurement Canada (PSPC) is asking interested parties to provide information for a potential lease of space that meets the following criteria:

    Section A: Lease Components

    Project 1:

    • a lease term of approximately fifteen (15) years commencing on or about

      September 1st, 2017, plus one (1) option to extend the lease for one (1) additional period of five (5) years;

    • approximately 2,437 usable square metres (um2) of contiguous warehouse space,

      731 um2 of contiguous office space, 2,680 um2 of contiguous vacant land, fifty-five (55) non-secure parking spaces and thirty-six (36) secure parking spaces;

    • the proposed space must be available approximately twelve (12) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;

    • the proposed space should satisfy or be capable of satisfying the following criteria:

    1. the space requirement is to be met in a single location;

    2. carport: able to accommodation three (3) large modified pickup trucks with boom and bucket (total height of truck is approximately 4.57 metres);

    3. one (1) loading dock with grade access;

    4. minimum clear ceiling height: 6.00metres;

    • the proposed space must be located in the Municipality of Chelsea, Quebec, City of Gatineau, Quebec or in the City of Ottawa, Ontario and within the following boundaries (the geographical boundaries include sites on either side of the roads):

      City of Gatineau / Municipality of Chelsea

      North: Cook Road / de la Montagne Road / Pink Road / Cité-des-Jeunes Boulevard / Old Chelsea Road / Highway 105 / du Pont Avenue / La Vérendrye Boulevard / Gatineau Avenue / des Terres Road / des Entreprises Road / des Affaires Boulevard / Highway 50;

      South: Ottawa River;

      East: Labrosse Boulevard;

      West: Saratoga Road / Frank-Robinson Avenue / du Patrimoine Street / Broad Street / Klock Road.

      City of Ottawa

      North: Ottawa River;

      South: Hunt Club Road / Airport Parkway / Paul Benoit Driveway / Prince of Wales Drive / Deakin Street / MacFarlane Road / Merivale Road / Slack Road / Woodroffe Avenue;

      East: Airport Marina Road / Sir George Etienne Cartier Parkway / Highway 174 / TransCanada Highway 417;

      West: Highway 416 / Moodie Drive / James Cumming Avenue.

    • on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;

    Project 2:

    • a lease term of approximately fifteen (15) years commencing on or about

      September 1st, 2017, plus an option to extend the lease for one (1) additional period of five (5) years;

    • approximately 1,260 usable square metres (um2) of contiguous warehouse space,

      500 um2 of contiguous vacant land, 104 um2 of contiguous office space, three (3) parking spaces;

    • the proposed space must be available approximately twelve (12) weeks prior to the above-noted lease commencement date so all spaces may be prepared for occupancy;

    • the proposed space should satisfy or be capable of satisfying the following criteria:

    1. the space requirement is to be met in a single location;

    2. ground level loading dock with minimum opening of 3.66 meters (width) x 3.05 meters (height);

    3. minimum clear ceiling height: 7.3meters.

    • the proposed space must be located in the city of Gatineau, Quebec or in the city of Ottawa, Ontario and within the following boundaries (the geographical boundaries include sites on either side of the roads):

      City of Gatineau

      North: Mont-Bleu Boulevard / Deveault Street;

      South: Ottawa River;

      East: Ottawa River;

      West: Aylmer Road / Alexandre-Taché Boulevard / Scott Road / Lac des fées Parkway / Cité-des-Jeunes Boulevard.

      City of Ottawa

      North: Ottawa River;

      South: Glebe Avenue / Carling Avenue;

      East: Rideau River;

      West: Island Park Drive / Champlain bridge

    • on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;

      Project 3

    • a lease term of approximately nine (9) years and three hundred and sixty (360) days, commencing on or about November 6, 2017.

    • approximately 2,046.6 usable square metres (um2) of contiguous warehouse space, 222.1 um2 of contiguous office space, 3,000 um2 of contiguous vacant land and fifteen (15) parking spaces;

    • the proposed space must be available approximately twelve (12) weeks prior to the above-noted lease commencement date so all space(s) may be prepared for occupancy;

    • the proposed space should satisfy or be capable of satisfying the following criteria:

    1. the space requirement is to be met in a single location;

    2. 222.1 um2 of office space that should be contiguous with the warehouse space;

    3. 1,500 um2 of ground floor warehouse space suitable for parking and inspecting vehicles, including 5 ton trucks;

    4. two (2) loading docks: one dock at ground level with a minimum opening of 3.05 metres and 3.05 metres; and one self-leveling dock at 1.22 metres above ground and a minimum opening of 3.05 metres by 3.05 metres to allow for easy loading and offloading of vehicles, equipment and materials;

    5. minimum clear ceiling height: 7.62metres;

    6. 3,000 um2 of vacant land appropriate for use as a parking compound or reasonably adaptable for use as a parking compound.

    • the proposed space must be located in the city of Ottawa, Ontario and within the following boundaries (the geographical boundaries include sites on either side of the roads):

      City of Ottawa

      North: Ottawa River;

      South: Leitrim Road / Rideau River / Fallowfield Road;

      East: Blair Road / Innes Road / Highway 417;

      West: Woodroffe Avenue.

    • on or before the lease commencement date, the proposed space will have to comply with all requirements contained in PSPC’s Standards for Leased Accommodation, a copy of which may be obtained from the contact listed in Section F;

      Note: PSPC may wish to visit or inspect the proposed space upon reasonable notice and a threat and risk assessment may be undertaken in order to assess potential threats to the security of the proposed space and to the public.

      Section C: Responses Requested by

      As this may be the only invitation to submit an Expression of Interest for this potential lease project, owners or their agents should provide their response by April 26, 2016. Any response received after this date may not be considered.

    Section D: Information Provided by Interested Parties or Agents of Interested Parties

    Information provided by interested parties or agents of interested parties should include the file number, the location and municipal address of the building, current zoning, specific location of space within the building, measured area of space, architectural drawings identifying the proposed space with washrooms, exits and other design elements, private/public parking facilities, and details addressing the criteria listed above in Section A. Agents submitting a response to this EOI must provide PSPC with a letter authorizing them to do so.

    Section E: Security Requirement

    If this EOI results in a future tender process, the building owners of the proposed spaces will have to hold a valid security clearance at the Reliability level, approved and granted by the Canadian Industrial Security Directorate (CISD) of PSPC prior to award. All parties interested in this potential lease project are advised to obtain this security clearance level in advance. Information regarding security clearance can be obtained on the website of the CISD/PSPC at http://ssi-iss.tpsgc-pwgsc.gc.ca. Please contact the person listed in Section F to initiate the security clearance process.

    This EOI is issued in order to invite interested parties to demonstrate their interest in providing the requirements described herein. This information may be included in a list of available space and used for potential future solicitations.

    Section H: Not a Solicitation Process

    Note that this is not a tender process, nor a request for proposal, but only an inquiry as to the availability of space to lease. PSPC will not necessarily invite offers, or lease any space, and may not post any future ads related to this request. The information provided through this EOI may be included in a source list of available space and PSPC may issue an invitation to tender for other leasing requirements based on this information, or based on any other information which may come to its attention prior to an issuance of an invitation to tender; or it may invite offers by way of public tender. PSPC reserves the right to proceed with an Invitation to Offer to Lease by inviting only parties deemed to most effectively meet specific operational, security and public safety requirements.
