Defence Construction Canada (DCC) - Request for Abbreviated Proposal: Standing Offer Agreements – Environmental Consultant Services – HX070013
Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish Standing Offer Agreements to provide “as and when required” professional services specific to Department of National Defence (DND) – Maritime Forces Atlantic (MARLANT) Safety & Environment (MARL SE) requirements, in support of the MARLANT Contaminated Sites Program, at various locations in Nova Scotia and Newfoundland and Labrador.
The objective of this RFAP is to select two (2) firms who will each sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $1,300,000.00 per firm for a period of two (2) year from the date of establishment.
If mutually agreeable between the Consultant and DCC, each SOA may be extended for up to two (2) additional one (1) year periods and increased up to a maximum estimated value of $750,000.00 per firm per additional period. The increase may be applied when each SOA reaches its maximum limit or at the expiry date, whichever comes first.
Call-ups under the SOA are expected to be valued between $40,000.00 and $100,000.00. The maximum value of a Call-up is $150,000.00.
The SOAs are not a commitment by DCC to spend the entire amount.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relates to achievements and experience, technical and managerial expertise. The two (2) highest ranking firms selected through the evaluation process, including a factor for the price element, will be selected for the SOAs.
This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
