    Definition

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    Definition of Requirements

    Department of Natural Resources requires expert research, analysis, advice and facilitation to support departmental efforts in defining a longer-term energy policy for Canada, and to initiate dialogues and engagement on energy-related issues with senior energy stakeholder representatives from across Canada. The work will include the following:

    • Research, analysis and advice on Canada’s longer-term energy policy.
    • Plan for a national dialogue and engage with stakeholders on Canada’s longer-term energy policy.

    Contract Period

    From contract award to 31 December 2016.

    $ 36,000.00

    Exception to the Government Contracts Regulations (GCR)

    Exception (d) when only one person or firm can do the job.

    The work requires a contractor with the following mandatory elements:

    • Minimum ten years of experience in leading complex research and analysis work in the areas of energy, climate change and public policy.
    • Minimum ten years of experience in leading a public policy research organization with a focus on energy-related issues at the regional, provincial and/or federal level; and working in a recognized university developing, articulating and revising complex ideas in a position requiring a PhD in the field of public policy or political science.
    • Significant knowledge and understanding of the Canadian energy system and energy-related issues in Canada from a public policy perspective, as demonstrated through authorship of related books, articles and/or professional publications;
    • Significant experience leading complex multi-stakeholder dialogues and negotiations on national energy issues to provide pan-Canadian advice to governments;
    • Excellence in public policy leadership that has been validated by a third party.

    The proposed contractor is believed to be the only one to possess the above criteria’s combined.
