Envelope Expansion and Software Upgrades:
Advance Contract Award Notice (ACAN).
An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.
Background: The National Research Council (NRC) operates a state of the art Gas Turbine Environmental Research Centre (GTERC) that services our internal industrial clients, collaborators and engineers within the NRC. The Inlet Air Treatment System (IATS) which is a major part or the GTERC success serves our industrial clients and partnerships within the NRC by maintaining and validating high altitude tests, storing data and information. The hardware control system is extremely complex. The dynamic system which operates 36 independent control variables to interact and deliver a controlled output of mass flow,temperature,RAM speed, humidity and pressure to feed treated airto the test chamber in which is feed to our clientsaircraft engine which runs in a simulated high altitude environment. The IATS system furthermore interacts with NRCs 8MW PLC,our clientsPLC and our Cooling Tower PLC to run in unison. These other systems are all also very dynamic and powerful. Keeping each and every one/and all of them under control and working together is extremely complex.
Scope of Requirement: The National Research Council has a requirement to expand and upgrade our existing IATS testing envelope and to upgrade the control software to include the new modern features that will enhance research capabilities and testing protocols. The proposed supplier will be expected to conduct a risk assessment before mapping (IATS) envelope and provide a detailed summary with constraints with increasing capacity (mass flow, reducing temperature beyond current operating limits). The contractor will also be expected to upgrade the existing software control system and add a new 3D map with HMI revisions.
Criteria for assessment of the Statement of Capabilities
(Minimum Essential Requirements)
Any interested supplier must demonstrate by way of a statement of capabilities that its product/equipment/system (as appropriate) meets the following requirements:
The current system must operate through Aiolos central software (S/W) based units and integrate seamlessly with the existing 36 independent control variables to interact and deliver a controlled output of mass flow,temperature,RAM speed, humidity and pressure to feed treated airto the test chamber in our clientsaircraft engine which runs in a simulated high altitude environment, software and electronics.
The software & hardware must interface with the Aiolos control units/software to affect a functioning ITAS system, integral with the existing Aiolos hardware, software and electronics.
As the supplier must integrate a “legacy” test system with a contemporary test system, knowledge of the IP, the associated hardware of the legacy system and the legacy system operational protocols, is critical to a successful transition to “building” a single integrated test platform to conduct and apply contemporary tests to transportation systems of this current time period.
The proposal must work in unison with existing equipment, our 8 Mega Watt Programmable logic controller (PLC),our clientsPLC and our Cooling Tower PLC.
The technician installing and maintaining the new equipment and software upgrades must be a certified and authorized technician of the OEM to perform maintenance work and provide service support. Non Aiolos certified technicians do not have access to any Aiolos IP or OEM privileged information or data that would be required to ensure platform compatibility and integration. Further, noncertified Aiolos technicians may void current warranty/maintenance agreements in place.

Justification for the Pre-Identified Supplier:
AIOLOS is the only turn-key service provider with the intimate knowledge of the pre-existing system. AIOLOSdevelop the IATS system (Inlet Air Treatment System) in 2002 and has been maintaining the system for over a decade. The proposed contractor developed original system and is the only known turn-key service provider that can upgrade the existing facility including hardware and software platforms while preserving historical data. The software is proprietary to Aiolos and they are the only known service provide that can integrate the existing platforms in unison

For additional deliveries by the original supplier that are intended either as replacement parts or continuing services for existing supplies, services or installations, or as the extension of existing supplies, services or installations, where a change of supplier would compel the entity to procure equipment or services not meeting requirements of interchangeability with already existing equipment or services, including software to the extent that the initial procurement of the software.

Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.
