Defence Construction Canada – Request for Abbreviated Proposals: Standing Offer (SO) for Architectural and Engineering Consultant Services, Northern Canada (Churchill (Manitoba), Nunavut, Northwest Territories, Newfoundland & Labrador and Yukon).

In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the commissions will be managed, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located in Northern Canada (Churchill (Manitoba), Nunavut, Northwest Territories, Newfoundland & Labrador and Yukon).

The objective of this Request for Abbreviated Proposal (RFAP) is to select two (2) firms, with the highest total scores, who will be placed on a Standing Offer (SO) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $800,000.00 for a period of one (1) year from the date of the SO establishment. If mutually agreeable between the Consultant and DCC, the SO may be extended for up to four (4) additional one year periods each and increased in the order of $800,000.00 for each additional period or when the SO reaches its maximum estimated value, whichever comes first.

Call-ups under the SO are expected to be valued between $10,000 and $100,000; the maximum value of a commission is $350,000. The SO is not a commitment by DCC to spend the entire or any amount.

Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals.

This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.

The Security Requirements for thisStanding Offer are identified in the Procurement Documents.
