    Description

    An advanced contract award notice (ACAN) is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meet the requirements set out in the ACAN, on or before the closing date and time stated in the ACAN, the contracting officer may then proceed with the award to the pre-identified supplier.

    1. Definition of requirement

    The Correctional Service of Canada (CSC) has a requirement to enhance its risk assessment training materials for community supervision.

    1.1 Objectives

    To enhance CSC’s case management by integrating the Dynamic Risk Assessment for Offender Re-entry (DRAOR) and Structured Dynamic Assessment Case-Management (SDAC-21) instruments into CSC’s case management process and to validate and develop on-line training materials related to these instruments.

    1.2 Tasks / Deliverables

    1.2.1 The Contractor must:

    1. Develop CSC’s capacity to provide training on the following risk instruments: DRAOR and SDAC-21; and
    2. Participate in refining the risk measures, developing training materials, and participate in meetings with the Project Authority (PA) as required.

    1.2.2 Paper consumption:

    a. Should printed material be required, double sided printing in black and white format is the default unless otherwise specified by the Project Authority.

    b. The Contractor must ensure printed material is on paper with a minimum recycled content of 30% and/or certified as originating from a sustainably managed forest.

    c. The Contractor must recycle unneeded printed documents (in accordance with Security Requirements).

    1.3 Constraints

    1.3.1 Location of work:

    a. The Contractor must perform the work at the contractor's place of business and must attend meetings either in person (address below) or by teleconference.

    b. Travel

    i. Travel to the following locations will be required for performance of the work under this contract:

    1.3.2 Language of Work:

    The Contractor must perform all work in English.

    1.3.3 Security Requirements:

    There are no security requirements associated to this contract.

    2. Minimum essential requirements

    Any interested supplier must demonstrate by way of a statement of capabilities that it meets the following requirements:

    Experience:

    The Contractor must:

    1. within the last two (2) years, have delivered a minimum of five (5) training sessions/workshops about parole officers decision making and dynamic risk assessment in a correctional environment*.

    *Correctional environment shall be defined as a Canadian Federal or Provincial correctional facility/institution.

    Academic qualifications:

    The Contractor must have a Ph.D. in Psychology.

    Professional designation, accreditation and/or certification:

    The Contractor must be a Registered Psychologist in the province of practice.

    3. Applicability of the trade agreement (s) to the procurement

    This procurement is not subject to any trade agreement.

    4. Set-aside under the Procurement Strategy for Aboriginal Business

    This procurement is not subject to any set-asides for Aboriginal Suppliers.

    5. Comprehensive Land Claims Agreement (s)

    This procurement is not subject to a Comprehensive Land Claims Agreement.

    6. Justification for the Pre-Identified Supplier

    The proposed Contractor has a PhD in psychology, is currently the Director of the Criminal Justice Decision Making Laboratory and member of the Forensic Psychology Research Centre at Carleton University.He has conducted research in the area of corrections for more than thirty (30) years and has extensive experience in offenders’ risk assessment

    Furthermore, the proposed Contractor owns the Intellectual Property relating to the Dynamic Risk Assessment for Offender Re-entry (DRAOR) and Structured Dynamic Assessment Case-Management (SDAC-21) instruments (as a co-developer), both of which CSC plan to use to enhance it case management process.

    The pre-identified supplier meets all of the minimum essential requirements described in this ACAN.

    7. Government Contracts Regulations Exception(s)

    The following exception to the Government Contracts Regulations is invoked for this procurement under subsection:

    (d) only one person is capable of performing the contract.

    8. Exclusions and/or Limited Tendering Reasons

    The following exclusion (s) and/or limited tendering reasons are invoked under the section of the trade agreement (s) specified:

    This procurement is not subject to any trade agreement.

    9. Ownership of Intellectual Property

    Ownership of any foreground intellectual property arising out of the proposed contract will vest with the Contractor.

    10. The period of the proposed contract or the delivery date(s)

    The proposed contract is for a period of one (1) year, from contract award to one (1) year later with an option to extend the contract for one (1) additional one-year period.

    11. A cost estimate of the proposed contract

    The estimated value of the contract, including an unfunded option, is $44,000.00 (applicable taxes extra).

    13. Suppliers' right to submit a statement of capabilities

    Suppliers who consider themselves fully qualified and available to provide the goods, services or construction services described in the ACAN, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date and time of this notice. This statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    14. The closing date and time for a submission of a statement of capabilities

    The closing date and time for accepting statements of capabilities is 16-June-2016 at 14:00 EDT.
