Defence Construction Canada (DCC) - Request for Abbreviated Proposals: Source Lists – Land Use Planning and Development Services – RE1504B
Defence Construction Canada (DCC) is calling for abbreviated proposals from consulting firms to establish Source Lists to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at various locations in Canada.
The objective of this RFAP is to select one (1) firm for sub-list A and two (2) firms for sub-list B who will be placed on a Source List (SL) with DCC to provide services on an “as and when required” basis as follows:
-SL for sub-listA: for services in French, located in Quebec, to a maximum estimated value of $750,000.00 for a period of three (3) years from the date of establishment; and
-SL for sub-listB: for services in English, located in Canada excluding Quebec and the North, to a maximum estimated value of $2,250,000.00 for a period of three (3) years from the date of establishment.
If mutually agreeable between the Consultant and DCC, the source list may be extended as follows:
-SL for sub-listA: for up to two (2) additional one-year periods and increased in the order of $250,000.00 when the SL reaches its maximum limit. The SL will expire when it reaches the total allowable amount or the total period, whichever comes first; and
-SL for sub-listB: for up to two (2) additional one-year periods and increased in the order of $500,000.00 when the SL reaches its maximum limit. The SL will expire when it reaches the total allowable amount or the total period, whichever comes first.
The commissions are expected to be valued between $100,000 and $200,000.
The source list is not a commitment by DCC to spend the entire amount.
Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relates to achievements and experience, technical and managerial expertise. The highest ranking firm for sub-list A and the two (2) highest ranking firms for sub-list B selected through the evaluation process, including a factor for the price element, will be selected for the source lists.
This opportunity follows tendering procedures in accordance with Chapter 10 of NAFTA.
