Description of the Requirement:
The Department of Indian Affairs and Northern Development, has a requirement for one (1) Senior Procurement Specialist, for one (1) contract until December 30, 2016, plus one (1) year option.
The Contractor shall (but not limited to):
- Develop procurement strategies and provide recommendations for the acquisition of professional services, in particular for accounting and procurement services, to ensure that the required expertise is available for the Directors in a timely manner;
- Recommend procurement strategies that are consistent with contracting guidelines as set out by the Treasury Board Secretariat, including requirements for competitive, open and transparent procurement processes, usage of mandatory procurement vehicles developed by Public Services and Procurement Canada (PSPC) and Shared Services Canada (SSC);
- Develop and review statements of work to ensure they are complete, detailed, and accurately reflect operational requirements;
- Develop and review draft selection methodologies, evaluation plans, evaluation criteria (mandatory and point rated) and evaluation schedules for any type procurement;
- Provide bid evaluation process advice, fairness oversight, assistance and coaching to the Branch’s representatives;
- Produce evaluation reports and procurement recommendations for internal stakeholders and sign-off authorities;
- Provide advice on procurement-related issues or business requirements based on procurement best practices;
- Develop Requests for Proposals and supporting documents for submission to the MAMD Procurement Services
- Review highly sensitive Request for Proposals to be issued by the Branch to ensure quality assurance and respect of procurement principles;
- Provide advice on sensitive or contentious procurement issues to ensure that the Branch is compliant with legislative, policy and integrity considerations; and
- Provide assistance to the Director and Project Managers in applying best practices in government procurement to the preparation of Vote 10 Bid solicitation documents, posting of the solicitation documents on the PSPC Buyandsell, evaluation of bids, preparation of the General Assessments, negotiation of the Funding Agreements and management of the Funding Agreements.
Mandatory Criteria
M1 : The proposed resource MUST meet the TSPS flexible grid requirements for category 3.7, Procurement Specialist, Senior Level (minimum 95 points)
M2: The proposed resource MUST have a minimum of five (5) years of experience in procurement within the federal government or Crown corporation within the last ten (10) years.
M3 :The proposed resource MUST be fluently bilingual in English and French (oral and written communication). The Annex "D" MUST be signed and MUST be provided with the bid.
