    Description of the Requirement:

    The Department of Indian Affairs and Northern Development, has a requirement for one (1) Senior Risk Management Specialist for one (1) contract until November 30, 2016, plus one (1) year option.

    The Contractor shall (but not limited to):

    Include three phases, all of which can be conducted in parallel.

    Duties:

    The key duties include, and are not limited to:

    First phase:

    • Conduct a policy analysis to demonstrate whether there is a nexus between the Department’s legitimate contracting objectives and each offence listed in the integrity provisions and the Integrity Regime as a whole (this work excludes offences that automatically prohibit persons from contracting from the Crown by virtue of s. 750(3) of the Criminal Code;
    • Consult with relevant stakeholders (PSPC, Justice, etc.), as required;
    • Write a document summarizing the findings.

    Second phase:

    • Analyze the Memorandum of Understanding and the revised Ineligibility and Suspension Policy. In view of suggesting better wording for the next round of revisions to the MOU (for example, wording to clarify/replace ‘Indian bands’), wording that reflect the government approach to promote a Nation-to-Nation relationships;
    • Consult with relevant stakeholders within DIAND (Legal Services, Treaty and Aboriginal Government, Lands and Economic Development, etc.)
    • Write a brief document on the proposed changes and justification.

    Third phase:

    • Assist the Directorate in its discussions with PSPC in view of allowing DIAND to use their integrity verification database for third party in the context of grants and contributions for major infrastructure projects;
    • Consult with key stakeholders (Infrastructure Branch, Legal Services, PSPC, etc.);
    • Draft a letter of agreement to allow the use of PSPC database for third party integrity verification services;
    • Assist in the development of procedures in this regard.

    The estimated level of effort of the contract and Option period will be for:
