    MAINTENANCE AND SUPPORT SERVICES CONTRACT

    Purpose of this Advance Procurement Notice

    This is not a bid solicitation. This is an advance notice of a potential contract with anticipated security requirements to provide interested Facility Maintenance Contractors an opportunity to apply for security clearances. Note that there is no guarantee that the contract will proceed.

    Description of the Project

    The Maintenance Services Contract will require a Contractor to provide facilities maintenance services for approximately 46 sites of varying size and complexity under the command Engineering Support Squadron Toronto. The buildings are primarily Armouries, with sizes ranging from 5000 sq. ft. to 317,000 sq. ft. and are located throughout the Greater Toronto Area, southwestern Ontario, and northeastern Ontario (North Bay, Timmins, Sudbury, etc.). In addition to the buildings, there are parking lots, sidewalks, roads and landscaped areas that form part of the contracted site.

    The estimated project value is $15,000,000.00 per year. It is anticipated that the initial contract period will be 5 years, with 5 approximately additional years of renewal options.

    Description of the Services

    The Contract will consist of facilities management and maintenance services that include inspection, testing, maintenance, preventative maintenance, and repairs of equipment and systems, not necessarily limited to the following:

    • Building Envelope Maintenance
    • Door Systems – Inspection ,testing, maintenance and repairs (ITMR)
    • Electrical Systems ITMR
    • Elevator and Lifting Systems ITMR
    • Fire Detection and Suppression Systems ITMR
    • Generator ITMR
    • Heating, Ventilation, Air Conditioning & Refrigeration Systems ITMR
    • Plumbing Systems ITMR
    • Cleaning and Housekeeping Services
    • Integrated Pest Management Services
    • Landscaping Services
    • Snow and Ice Clearing Services
    • Solid Waste Management
    • Life Safety Systems Inspections
    • ITMR planning and tracking through the use of a Computerized Maintenance Management System (CMMS)

      It is anticipated that the procurement for these projects will be initiated during the summer of 2017. This is conditional on the project receiving approval to proceed by DND.

      Security Requirements

      For this contract, the Contractor must, at all times during the performance of the Contract, hold a valid FACILITY SECURITY CLEARANCE (FSC) at the level of SECRET issued by the Canadian Industrial Security Directorate (CISD, Public Service and Procurement Canada (PSPC).

      The Contractor personnel requiring access to Security Zones must EACH hold a valid SECRET STATUS, granted or approved by CISD/PSPC. This represents approximately 1% of the building area.

      The Contractor personnel requiring access to Operations Zones must EACH hold a valid RELIABILITY STATUS, granted or approved by CISD/PSPC. This represents approximately 99% of the building area.

    Process

    Contractors that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP).     Contractors are asked to submit their request prior to September 19, 2016 quoting the following information:
