    Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for Cost Consulting Services– Standing Offer for various regions across Canada

    In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the project will be carried out, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from Cost Consulting firms to establish Standing Offers (SO) to provide “as and when required” cost consulting services specific to Department of National Defence (DND) requirements in various regions across Canada.

    The objective of this Request for Standing Offer (RFSO) is to select one (1) firm for each Region (Atlantic, Quebec, Ontario (including NCR), and Western), who will each sign a SO with DCC to provide services on an “as and when required” basis to a maximum estimated value of $200,000.00 per each regional SO, for a period of two (2) years from the date of establishment.

    If mutually agreeable between the Consultant and DCC, each regional SO may be extended for up to two (2) additional two (2) year periods and increased in the order of $200,000.00 for each additional period or when the SO reaches its maximum value, whichever comes first. The maximum total possible value per each regional SO is $600,000.00. The total opportunity is $2,400,000.00. Call-ups under each regional SO are expected to be valued between $10,000.00 and $100,000.00.

    The SO is not a commitment by DCC to spend the entire amount.

    Information provided by the Proponents will be evaluated using the established criteria in the RFAP. The criteria relate to previous achievements and experience, as well as technical and managerial expertise. The highest ranking firm for each regional SO selected through the evaluation process, including a factor for the price element, will be invited to negotiate a standing offer with DCC.

    This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
