    Description of the Requirement:

    TITLE:

    Mentoring and coaching of managers and supervisors

    OBJECTIVE

    Public Safety Canada (PS) currently has a requirement for coaching services to provide its managers with leadership development opportunities through thoughtful and confidential learning conversations. The goal of this project is to put these future leaders on a fast track to strengthen their leadership competencies

    BACKGROUND

    PS is Canada’s lead department with the mandate to keep Canadians safe from a range of risks such as natural disasters, crime and terrorism. PS works with other federal departments, other levels of government, first responders, community groups, the private sector and other countries to achieve its objectives. The Department plays a key role in developing policies, delivering programs and ensuring cohesion and integration on policy and program issues within the Public Safety Portfolio, which includes: national security, emergency management, law enforcement, border management, corrections, and crime prevention.

    PS is finalizing the realignment of departmental functions as well as the implementation of end state structures, which is resulting in pushing the work down to ensure that responsibilities at those levels are applied equally across the Department, as well as to have the right balance of middle managers and lower-level staff. These changes impact the culture, people, leadership and relationships while providing middle managers with more opportunities in shaping key files and programs. 

    SCOPE

    Public Safety Canada requires the services of qualified resources to deliver coaching services to a PS Managers working in various locations in Canada with the aim to strengthen their leadership competencies. The Contractor must use a variety of coaching methodologies, tools and suggested readings to expand PS managers and supervisors’ knowledge and understanding of desired leadership competencies. Depending on the direction of the coaching, these can include techniques and tools for: giving and receiving feedback and dealing with difficult people, strengthening interpersonal relationships and networks to achieve results for the organization, building managerial courage and self-confidence and improving listening, communication, decision-making and conflict management skills.

    It is anticipated that up to 25 managers will participate in this program per year. Each manager will be allotted up to a maximum of 8 hours of coaching (8, one hour sessions). It is anticipated that up to two hours of material preparation and coaching session design will be required per participant above and beyond the 8 one hour sessions.

    Contractor Period

    The proposed period of contract shall be from contract award to March 31, 2017.

    Optional Contract Period

    The Contractor grants to Canada a non-revocable option period to extend the date of the contract by one year.
