Defence Construction Canada – Request for Abbreviated Proposals for Environmental Consultant Services for Hazardous Materials Standing Offer Agreement for Various Locations in Nova Scotia and Newfoundland.
In accordance with the rules, regulations, statutes, guidelines and the professional associations of the provinces where the call-ups will be managed, Defence Construction Canada (DCC) is calling for Abbreviated Proposals from environmental consulting firms to sign a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements at various locations in Nova Scotia and Newfoundland.
The objective of this Request for Abbreviated Proposal (RFAP) is to select one (1) firm, with the highest total score, who will sign a Standing Offer Agreement (SOA) with DCC to provide environmental consultant services for Hazardous Material on an “as and when required” basis to a maximum estimated value of $150,000 for a period of one (1) year from the date of the establishment of the SOA.
If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to three (3) additional one (1) year periods and increased in the order of $150,000 for each additional period. The SOA may be increased in the order of $150,000 at any time for each one (1) year period. The maximum total possible value per year for each of the four (4) years is $300,000 (the total possible opportunity for this SOA is $1,200,000).
Call-ups under the SOA are expected to be valued between $5,000 and $20,000; the maximum value of a Call-up is roughly $30,000. The SOA is not a commitment by DCC to spend the entire amount.
The SOA will only be used for environmental services for hazardous materials in support of the Real Properties Operations Unit Halifax (RPOps (H)), which was formerly known as the Formation Construction Engineering (FCE).
Information provided by the Proponents will be evaluated using the established criteria in the Request for Abbreviated Proposals.
This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
