    Description

    Library and Archives Canada is looking to establish a multi-year agreement for the service and maintenance of its security equipment in the National Capital Region (NCR).

    Library and Archives Canada has various facilities located within the NCR; these facilities include an office tower, special purpose buildings and warehouse/storage facilities. The institution is mandated to protect Canada’s documentary heritage for present and future generations to enjoy; the buildings described above house some of Canada’s most important national and historic treasures. Corporate Security Services at Library and Archives Canada is mandated to protect the people, assets and buildings entrusted to the care of Library and Archives Canada.

    A regular maintenance/service arrangement for existing security equipment specified below will ensure prompt response and repairs to equipment failures that could create vulnerabilities and lead to breaches of security in LAC’s facilities. It will also ensure that a proper maintenance cycle is in place for surveillance equipment and other mission-critical components.

    The work of the Contract will include the following:

    Provision of technical assistance, maintenance and repair on security equipment to Library and Archives Canada (LAC) Corporate Security Services (CSS) at its facilities listed in Appendix “A” of this Statement of Work. Services to include the following:

    Installation of new components or repairs to existing components to surveillance systems and security alarm panels. Work to be performed on a time hourly and material basis.

    Installations, adjustments and repairs to access control systems including door contacts, electric strikes and component parts. Work to be performed on a time hourly and material basis.

    Installations, repairs to intrusion alarm equipment and water sensor equipment (waterbugs). Work to be performed on a time and material basis.

    Library and Archives Canada uses a variety of surveillance equipment (Pelco, Panasonic, Sony, PIR motion sensors by DSC, duress alarms by Linear, Maple Leaf Card readers, waterbugs Winland Electronics, Kantech products such as REX exit devices, door closers, DSC alarm systems which operate on a Surgard platform. The department is moving towards virtual/network based systems. A detailed description of equipment is listed in Appendix “B” of this statement of work.
