    Advanced Contract Award Notice (ACAN) for:

    Smartphone Protected Mobile Messaging Licensing Agreement for Shared Services Canada (SSC)

    1. What is an ACAN: An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the contracting officer may then proceed with the award.

    2. Definition of requirement: Shared Services Canada (SSC) has an immediate requirement for a secure messaging application and licensing arrangement, to guarantee the confidentiality , integrity, authenticity and non-repudiation of text, voice, and video messages to classification level Protected B.

    The purpose of this Advance Contract Award Notice (ACAN) is to signal the government's intention to award a contract for these services to Blackberry Limited. Before awarding a contract, however, the government would like to provide other suppliers with the opportunity to demonstrate that they are capable of satisfying the requirements set out in this Notice, in Annex A, by submitting a statement of capabilities during the 15 calendar day posting period.

    3. Trade Agreements: On May 28, 2012, the Government of Canada announced on the Government Electronic Tendering Service that it had invoked the National Security Exception under the trade agreements in respect of procurements related to email, networks and data centers for Shared Services Canada. As a result, this requirement is subject to the National Security Exception.

    4. Government Contracts Regulations Exception and Limited Tendering Reason: It is proposed that a contract be directed to Blackberry Limited for a secure messaging application for text, voice, and video messages. This requirement is directed to Blackberry Limited in accordance with exception Section 6 (d) of the Government Contracts Regulations that states that only one person or firm is capable of performing this contract.

    5. Period of the proposed contract: The initial contract period shall start on December 1, 2016, and end three years later on November 30, 2019.

    6. Cost estimate of the proposed contract: The Estimated cost of this contract is $3,780,000.00 (Applicable Taxes extra).

Suppliers' right to submit a statement of capabilities: Suppliers who consider themselves fully qualified and available to provide the services and/or goods described herein, may submit a statement of capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    Minimum Essential Requirements: Any interested supplier must demonstrate by way of a Statement of Capabilities that it can fulfill the requirements of the Statement of Work.

    If a potential supplier submits a statement of capabilities during the posting period that meets the requirements set out in this ACAN, the government will proceed to a full tendering process on either the government's electronic tendering system or through traditional means in order to award the contract.

    If no other supplier submits on or before the closing date a statement of capabilities meeting the requirements set out in this ACAN, a contract will be awarded to the pre-selected supplier.

    ANNEX A - Secure Messaging Application – Requirements

    Shared Services Canada (SSC) has an immediate requirement for a secure text messaging application (“the application”) to guarantee the confidentiality, integrity, authenticity and non-repudiation of messages to “Protected B” level.

    The application must provide, at a minimum:

    1. End-to-end secure text, voice, and video chat (messaging), in-transit and at rest, via cellar and Wi-Fi, between any users equipped with the application.
    2. Cross-platform support, and be fully operational on, at least:
      1. BBM OS version 7;
      2. BB10 version 10.2 or later;
      3. Android Ice Cream Sandwich (4.0) or higher;
      4. iOS 8 or later.
    3. End-to-end encryption using FIPS 140-2 validated cryptographic libraries, which meet or exceed the NIST Suite B cryptographic guidelines.
    4. Cloud-based service, contractor-hosted with no requirement for Government of Canada to acquire, install or support infrastructure.
    5. A Cloud-based, contractor-hosted and maintained administration console provided to authorized Government of Canada administration staff to manage user and IT Policies.
    6. Cloud-based directory function allowing Government of Canada departments to:
      1. establish and operate their own directory of application users;
      2. lookup other app users with whom secure messaging can be established;
      3. add that entry to a user’s contact list for the application; and
      4. federate across organizations.
    7. Message delivery and message read status indications to originator.
    8. Point to point and group messaging capability.
    9. File transfer capability.
    10. Integration with BlackBerry Hub such that messages appear in, and can be accessed from, the “BlackBerry Hub” consolidated messaging application.
    11. Operation that can be assimilated by most users without any training or special tools, programs, or capabilities.
    12. User training as required to set up and operate the administration console.
    13. Multiple instances of the application assignable to any one user.
    14. Immediate access by any approved and accredited user.
    15. All software maintenance, updates, patches, and any other support required during the term of the contract agreement.

    The application must be CSEC (Communications Security Establishment Canada) approved for use with content classified to Government of Canada “Protected B”.

    A single “site-license” agreement is sought, including unlimited installation and use across all compatible, Government of Canada-authorized devices (estimated at up to 200,000 devices) for the entire term of the contract.
