Purpose of this Advance Procurement Notice

This is not a bid solicitation. This is an advance notice of a potential project with anticipated security requirements to provide interested Design-Builders an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.

Description of the Project

This project will provide facilities to accommodate the 4 Engineer Support Regiment at 5CDSB Gagetown in order to better amalgamate the unit as it is currently spread throughout the Base in various facilities. This project provides a central facility for 4ESR.

Description of the Services

The scope of work for this project will include:

• The design and construction of 20,044m2 facility with a 42,014m2 fenced exterior space. 
• The design performance goal will have a minimum Silver rating using the LEED rating system. 
• The design portion will include the preparation of Drawings and Specifications and preparation of indicative and substantive estimates.
• The demolition of six (6) buildings.
• The demolition of 1 km of road.
• The provision of utilities to the site.

  It is anticipated that this procurement will be initiated in the spring of 2017. This is conditional on the project receiving approval to proceed by DND. Overall project value is estimated at $67,000,000.00.

  Security Requirements

  Design-Builders will be required to hold a valid FACILITY SECURITY CLEARANCE at the level of SECRET, with DOCUMENT SAFEGUARDING at the level of CONFIDENTIAL, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

  Sub-Contractors/sub-consultants will be required to hold a valid FACILITY SECURITY CLEARANCE at the level of SECRET issued or approved by the Canadian Industrial Security Directorate (CISD), Public Services and Procurement Canada (PSPC).

There are multiple levels of personnel security screenings associated with this project. A Security Plan may be ordered from MERX by logging on their website: www.merx.com or by calling 1 (800) 964-MERX (6379).

Process

Design-Builders, Sub-Contractors and Sub-Consultants that do not meet the stipulated security requirements and that are interested in submitting a proposal for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. Design-Builders, Sub-Contractors and Sub-Consultants are asked to submit their request prior to December 23, 2016 quoting the following information:

• Contract number C004601-02; and
• Level of clearance requested to be sponsored for.
