Potential impact of climate change on water supply and wastewater systems.

ACAN

1. An explanation of what an ACAN is.

 An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor.If no other supplier submits, on or before the closing date, a statement of capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government’s contracting policy have been met.Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board’s electronic bidding authorities.

If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government’s electronic tendering service or through traditional means, in order to award the contract.

1.  The National Research Council, Water/Wastewater Working Group is tasked with addressing the potential impact of climate change on water supply and wastewater systems.

The issues to be addressed were divided into the following sub-topics, each to be addressed in a separate document:

1. Water supply systems, including WTP, transmission and distribution networks, pumping stations and tanks/reservoirs.
2. Sanitary sewage systems, including sewer networks, sewer treatment plants and pumping stations.
3. Storm sewer and drainage systems, including sewer networks (combined sewers included), STP, pumping stations, retention ponds, interceptor tunnels and reservoirs.
4. Water and wastewater systems in the Arctic.

In particular NRC is seeking reports on the potential impact of climate change in domains of expertise related to water and waste water systems. The reports should include:

• A brief description of their broad view about the potential impact of climate change upon system component(s) within his/her area of expertise.
• A description of the current state of practice as it relates to climate phenomena impact on system component(s) within his/her area of expertise.
• A detailed description of potential specific impacts of climate change on system component(s) within his/her area of expertise.

• Identify knowledge gaps that need to be addressed through research to better understand potential CC impacts and potential practices, measures, tools, materials and/or products that would be useful in increasing CC-resiliency as they relate to system component(s) within his/her area of expertise.
• Identified knowledge gaps may include deterministic, probabilistic or other types of behavior and should include analysis, decision making and management issues resulting from climate change, as well as the actual direct and indirect impacts described previously.

The qualified respondent

• Must have an advanced degree (Ph.D. preferred) in Civil and/or environmental engineering, with a rich academic background (20 years at least) as well practical experience in providing engineering consults.
• Must have a deep understanding of municipal infrastructure systems, in particular water supply, drainage, surface hydrology.
• Must demonstrate that they have a deep understanding of all aspects of potential climate change impact on water and wastewater municipal infrastructure.
• Must provide examples demonstrating the track record in analysing and quantifying infrastructure failure risk.
• Must have a substantial familiarity with municipal infrastructure systems in Canada, as well as with Canadian-specific conditions that are potential factors contributing to infrastructure failure.
• Must have a substantial experience with systems modeling; quantitative risk and reliability methods; risk-based based decision support systems development, water resources and environmental systems analysis; flood control; climate change adaptation and operational hydrology.

1. The period of the proposed contract or the required delivery of the Final report will be due on January 20, 2017. NRC may exercise to request subsequent reports for two subsequent years on an ad need to basis.
2. The estimated contracts for the water and wastewater report will be for 15,000 and the report for the Storm sewage will be for 15,000.00 for a total of 30,000.00 including tax.

1. An explanation to suppliers of how they may proceed in responding to the ACAN.

“Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a statement of capabilities in writing to the contact person identified in this Notice on or before the closing date of this Notice. The statement of capabilities must clearly demonstrate how the supplier meets the advertised requirements.

2. Suppliers may inquire or submit a statement of capabilities.
