    Defence Construction Canada (DCC) – Expression of Interest (EOI): Provision of Energy Performance Contract – EPC2017

    In accordance with the rules, regulations, statues, guidelines and the professional association across Canada, Defence Construction Canada (DCC) is calling for firms to to pre-qualify in order to be invited to submit proposals to achieve improvements in energy efficiency under Energy Performance Contracts (EPC) for infrastructure located in various potential locations across Canada, consisting of Montreal/Farnham (Quebec), Borden, Ottawa, North Bay, Kingston, Toronto (Ontario), Wainwright/Dundurn (Alberta), Halifax (Nova Scotia) and Gagetown (New Brunswick).
    One of the objectives of the Defence Energy and Environment Strategy is to

    improve the energy efficiency of Department of National Defence’s (DND)

    facilities in support of reducing its greenhouse gas emissions. In order to achieve

    this, DND and DCC are seeking to undertake energy saving feasibility studies and

    implement energy savings measures through EPC contracts at various locations. In

    order to meet the objectives of the Defence Energy and Environment Strategy,

    more in depth energy auditing, analysis and longer-term measures will be required.

    Rough order of magnitude (ROM) estimates for the individual opportunities are

    being provided herein for the purpose of providing the relevant scale of the

    projects. The ROM estimates are exclusive of financing, Goods and Services Tax

    (GST), Provincial Sales Tax (PST), Quebec Sales Tax (QST) and Harmonized

    Sales Tax (HST)) based on a reduction of 10% to 15% in utility costs and a

    maximum fifteen (15) years amortized payback from the start of Work.

    The following are the ROM estimates for each location:

    .1 Montreal/Farnham, Quebec: $5,000,000.00

    .2 Borden, Ontario: $12,000,000.00

    .3 Ottawa (Shirleys Bay), Ontario: $1,500,000.00

    .4 North Bay, Ontario: $2,700,000.00

    .5 Kingston, Ontario: $13,000,000.00

    .6 Wainwright/Dundurn, Alberta: $4,800,000.00

    .7 Toronto, Ontario: $2,000,000.00

    .8 Halifax, Nova Scotia: $3,000,000.00

    .9 Gagetown, New Brunswick: $7,800,000.00
    This procurement follows tendering procedures in accordance with Chapter 10 of NAFTA.
