    The Canadian Museum of Nature intends to award a sole source contract to procure two Go!SCAN 3D™ handheld white light scanners(Go!SCAN 20 and Go!SCAN 50) and post-treatment software for the purpose of producing, analysing and sharing 3D models of natural history specimens of different sizes to support research, collections, education and outreach. The 3D scanners must be portable, easy to use, provide extremely rapid scans (5 minutes or less) and produce ready-to-use high resolution (≤ 0.1 mm) 3D models. The system needs to capture both the geometry as well as the texture/colour of the object simultaneously with on screen real time visualization and come with software that allows for precise morphometric analyses.

    This contract is to be awarded to Creaform Inc. as this vendor is the sole developer, owner and manufacturer of the technology of the Go!SCAN 3D scanners. Creaform is a Canadian company offering local services for easier assistance. This company alone is able to offer a bundle including one Go!SCAN 20 (detailed scan of smaller objects), one Go!SCAN 50 (rapid scan for larger objects), a post-treatment software bundle with measurement tools (VXelements, VXmodel and VXinspect), one high-performance laptop (tested by Creaform for optimal compatibility with their product), on-site training as well as an extensive maintenance and care program. The Creaform care program includes software updates, warranty coverage, repair (including shipping, parts and labour), complete technical support (24/5), continuous training and 50% discount for rental equipment.

    The contract will be effective upon contract award.

    You are hereby notified that the Canadian Museum of Nature intends to solicit a bid and negotiate with one firm as identified above.

    The reason for single tendering are:

    Subarticles 506.12(a) and 506.12(b) of the AIT permit single tendering in circumstances where there is a requirement to ensure compatibility with existing products, to recognize exclusive rights, such as exclusive licenses, copyright and patent rights, or to maintain specialized products that must be maintained by the manufacturer or its representative; and where there is an absence of competition for technical reasons and the goods or services can be supplied only by a particular supplier and no alternative or substitute exists.

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than (15) calendar days, indicating to the supplier community that it intents to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the Contracting Authority may then proceed with the award.

    Suppliers who consider themselves fully qualified and available to provide the services/goods described herein, may submit a Statement of Capabilities in writing to the contact person identified in this notice on or before the closing date of this notice. The Statement of Capabilities must clearly demonstrate how the supplier meets the advertised requirements.

    The Canadian Museum of Nature reference number, the contracting officer’s name and the closing date of the ACAN must appear on the outside of the envelope in block letters or, in the case of a facsimile transmission, on the covering page.

    The Canadian Museum of Nature retains the right to negotiate with supplier on any procurement.
