    Description

    The contractor will be tasked with providing technical support and advice to the Analysis and Modeling Division using its energy/emissions model (Energy 2020). 

    Without limiting the scope of work, the successful contractor shall carry out the following tasks as describe herein:

    Task 1: Base Case Development for GHG Emissions and Air Pollutants – The contractor will complete the following tasks:

    • Update the model code associated with the calibration procedure to reflect recent changes to historical data
    • Develop model code to reflect new estimation procedures to deal with changing macroeconomic drivers
    • Update the model code to reflect new data for key energy supply sectors
    • Develop and test new policy assumption code files associated with new provincial/territorial programs
    • Update and modify existing policy assumption files
    • Develop code for managing alternative assumptions for sensitivity projections
    • Develop and modify model output files as needed

    Task 2: Technical Support for Updating, Modifying and Enhancing Energy Supply and Demand (End use) sector Modules – The contractor will complete the following tasks:

    • Update, modify and enhance selected Supply Sector Modules
    • Update, modify and enhance selected end-use energy demand modules
    • Update technology cost parameters
    • Updated behaviourial response parameters
    • Develop and test the necessary model routines to ensure that responses to changes in operating costs
    • Modify code to ensure that key parameters (e.g., production costs, energy use, emissions, etc) are properly reported

      Task 3: Support for Testing Alternative Regulatory and Market Based Approaches – The contractor will complete the following tasks:

      Develop and test new code assumption files to implement proposed regulatory or market-based approaches in selected energy supply and end use energy demand sectors

    • Modify model code on technical parameters
    • Provide technical support to Environment Canada staff to run and modify data reporting files

      Task 4: Technical Support for Policy Testing – The contractor will complete the following tasks:

    • Prepare and test new policy code assumptions files
    • Provide on-line support for testing new code for specific policies
    • Modify cost curve technical code to reflect updated technology abatement cost curves
    • Provide face-to-face and/or webinar training sessions as needed
