    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    Background

    Correctional Service Canada (CSC), Quebec Region, is required to provide first aid training to a portion of its staff. To that end, it currently has approximately 37 employees certified as instructors in standard first aid/CPR/AED/Level C/Health care providers who provide that training. They are currently certified by an approved training organization as defined in the Canada Occupational Health and Safety Regulations. Those instructors are located at various responsibility centres in several regions of Quebec and at the Correctional Training and Development Centre in Laval.

    New instructors selected from among CSC employees are normally trained each year to ensure succession. CSC is required to provide its employees with first aid courses that meet specific standards.

    Objectives

    All training received by our current instructors or new instructors under this contract must allow them to independently teach standard first aid/CPR/AED/Level C and CPR/AED health care provider level.

    Requirements

    a) Specific regulations to be respected

    The contents of the various first aid courses offered by the contractor shall meet the requirements set out in the following regulations:

    • Regulated Training-Workplace Well-being / Formation règlementée- Bien-être en milieu de travail (attached):

    o CPR/AED – RCR/DEA

    o First Aid and CPR/AED – Premiers soins et RCR/DEA

    • Contents of first aid courses described in the Canada Occupational Health and Safety Regulations, PART XVI, Schedule V, subsection 16.12(1), Subjects to Be Included in the Courses.

    Location of training

    The group training courses for instructors (except supervision) will normally be held, but not solely, at:

    Correctional Training and Development Centre – Quebec

    The possible supervision of instructors, based on a decision by the contractor, shall take place at the employee’s workplace. As indicated in the work description, the contractor agrees to supervise instructor candidates as needed in the regions (see the attached addresses of the facilities), i.e. outside the Montréal Metropolitan Area.

    Period of the Contract: The Work is to be performed from the granting date and will last one year.

    Three years of option, one year each, will be part of the contract.
