Description
The Department of Indian Affairs and Northern Development Canada (DIAND) is seeking a qualified Service Provider to provide development and support services on an as-and-when required basis in support of the implementation of information management programs and systems, and related initiatives.
In order to ensure that DIAND has the timely and specialized expertise required to provide services, DIAND is seeking to establish one (1) competitively awarded Task Authorization (TA) Contract with a qualified Supplier for the provision of services, as described herein.
The Contract shall be valid for two (2) years, with one (1) optional extension period of one (1) year, at DIAND’s exclusive determination.
Contractor services are required in the following TBIPS Resource Categories:
A.7 Programmer / Analyst, level 2 – one (1) Resource;
A.14 Web Developer, level 2 – one (1) Resource;
I.9 Systems Administrator, level 2 – one (1) Resource;
I.10 Technical Architect, level 2 – two (2) Resources;
I.11 Technology Architect, level 2 – two (2) Resources;
P.9 Project Manager, level 2 – one (1) Resource;
The Contractor shall on an “as and as when” required basis, as outlined in authorized TA Form(s) issued by DIAND, provide Technical Development and Support Services to the satisfaction of the DIAND Project Authority.
The Contractor’s work will primarily, but not exclusively, be involved in the development and implementation of DIAND’s GCDOCS installation. As defined in authorized TA Form(s), work may include, but is not necessarily limited to:
Reviewing and documenting existing information management technical architecture (CIDMS).
Providing a recommended information management technical architecture for GCDOCS based on the previous system, recommended improvements, and documentation and guidance provided by DIAND.
Developing a project plan for the development, testing, and implementation of GCDOCS. The plan may include, but is not necessarily limited to:
a) A testing and release schedule, including milestones and final release date, in consultation with DIAND.
b) Change control and quality control processes to be utilized throughout the project.
c) A technical information management architecture for GCDOCS based on review and DIAND feedback.
Developing workflows, application integrations, search functionality, and other related functionality with OpenText ECM Suite, which may include using OpenText’s OScript scripting language.
Conducting the implementation of GCDOCS in accordance with the DIAND implementation plan.
Testing the implementation in accordance with the testing plan.
Modifying any or all of the above, as required, in consultation with DIAND, as necessary to successfully implement the GCDOCS system.
Designing and implementing user interfaces (English and French) for GCDOCS and modules of other integrated systems in accordance with the Web Standards for the Government of Canada & DIAND branding.
Providing system management services for GCDOCS or other related systems or projects.
Providing Distributed Computing and Workplace Technology Device (WTD) hardware and software support.
Providing maintenance and support services for existing systems.
Providing knowledge transfer to DIAND personnel.
Providing project management services with regard to the above or similar project(s).
Providing other related technical development and support services, as required by DIAND and as indicated in authorized TA Form(s).
