    Description

    REQUEST FOR INFORMATION

    1. PURPOSE

    The All Domain Situational Awareness (ADSA) Science and Technology (S&T) Program was a new initiative that runs until March 2020 on behalf of Defence Research and Development Canada. Canada is now seeking information from stakeholders who participated in the procurement processes that ensued regarding the ADSA Program. These processes were:

    1. Request for Information (RFI) #W7714-16ADSA/B;
    2. Request for Information (RFI) #W7714-16DRDC/A; and
    3. Call for Proposals (CFP) solicitation #W7714-16DRDC/B.

    The responses received will be used to assist the ADSA S&T Program in improving future procurement activities. 

    2. BACKGROUND

    Defence Research and Development Canada (DRDC) and Public Services and Procurement Canada (PSPC) issued the first ADSA RFI on 22 June 2016, RFI #W7714-16ADSA/B. Feedback received encouraged Canada to consider combining ADSA with another important DRDC Program, the Canadian Safety and Security Program (CSSP), under one CFP document. This resulted in a major undertaking and a 2nd RFI was issued on October 6, 2016, RFI #W7714-16DRDC/A.

    Meetings were held with interested stakeholders shortly after the 2nd RFI was released to seek feedback on the joint draft CFP and to provide an opportunity to review alignment of the stakeholder’s proposal with a specific S&T Challenge.

    The CFP, #W7714-16DRDC/B, was issued December 5, 2016 and closed February 1, 2017. The CFP sought proposals for the ADSA program under Stream A.

    3. NEXT STEPS

    DRDC and PSPC have prepared a series of questions to seek stakeholder feedback on how the ADSA S&T Program initiative was introduced in the CFP and stakeholder engagement processes.

    4. RECOMMENDATIONS FROM STAKEHOLDERS

    Stakeholder recommendations that do not restrict the level of competition nor favour a particular solution or supplier will be given consideration.

    Canada reserves the right to request additional information for clarification during the review of the responses to this RFI, and/or to consider a subsequent modification of the response put forward by a participant.

    The issuance of this RFI does not create an obligation for Canada to issue a subsequent CFP and does not bind Canada legally or otherwise, to enter into any agreement or to accept any suggestions from participants.

    No payment will be made for costs incurred in the preparation and submission of a response to the RFI. Costs associated with preparing and submitting a response, as well as any costs incurred by the participant associated with the evaluation of the RFI, are the sole responsibility of the participant.

    Participation in this engagement activity is not required in order for a stakeholder to submit a proposal to any future CFP.

    5. Submission Date

    Responses to this RFI should be submitted directly to the Contracting Authority via email on or before June 16, 2017.
