    ADVANCE CONTRACT AWARD NOTICE (ACAN)

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, during the fifteen calendar day posting period, a statement of capabilities that meet the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their statement of capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit statements of capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    TITLE

    Professional Services Agreement to upgrade the Sopheon Accolade Bulk Tool to v11.

    BACKGROUND

    The Industrial and Technological Benefits Branch (ITB) Branch of Innovation, Science and Economic Development (ISED) Canada has been using a software application called Accolade since 2013. The branch currently owns 55 licences for Accolade, which are assigned to ITB staff. The licences are supported by the Sopheon Corporation, the application provider, through a five-year support contract. In addition to user support, the Branch has purchased custom and configuration services from the Contractor for a new “bulk tool” interface. This tool was delivered to the branch in November 2015. The existing support contract provides basic support for the Accolade application but not for the “bulk tool” interface, which was designed by Sopheon for a specific application version (v9.2). The “bulk tool” is made up of two sub-tools, the Commit Claim Credit (CCC) and Transaction Risk Assessment (TRAT) tools.

    REQUIREMENTS/RESULTS

    The proposed procurement project is to upgrade the “bulk tool” interface of the Accolade application to work with the new version of Accolade (v11). The ITB branch will migrate from Accolade v9 to Accolade v11 in summer 2017 to take advantage of new features and meet contractual support requirements.

    To upgrade the “bulk tool”, the Contractor needs to upgrade the internal architecture of the tool to take into account the architectural changes made in the newer Accolade version.

    It is estimated that it will take the Contractor one-to-two months to make the necessary updates to the “bulk tool”, with implementation into production environment planned for late summer 2017.

    SCOPE OF WORK/TASKS

    The Contractor will upgrade and update both the CCC and TRAT bulk tools so that they are compatible with the Accolade v11 enterprise software solution. Additionally, the Contractor will update the Table Wizard reporting capabilities. Here are the JIRA ticket numbers that represent the work:

    The Contractor will test and provide an installation package to ISED for ease of installation of the toolset.

    DELIVERABLES

    The Services and Deliverables described in the statement of work (SOW) will be provided on a fixed price basis for $39,900 USD, excluding expenses.

    The Contractor will:

    • Provide a dedicated team led by an Innovation Management Consultant supported by Technical Consultants;
    • Develop a “plan of approach” to establish a critical path to upgrade the necessary tools;
    • Deliver the CCC and TRAT bulk tools, as well as the Table Wizard tool compatible with version 11 of Accolade to the ITB Branch;
    • Establish a development server on Contractor premises for rapid prototyping to support a customer team’s Accolade education and review of configured functionality; and
    • Provide a range of training services to support initial and ongoing training needs of the organization in accordance with the scope defined in this SOW.

    The Contractor will use its internal JIRA system to review, manage, prioritize, and align with the client on work and overall expectations.

    APPLICABLE LIMITED TENDERING REASONS

    Section 6(d) of the Government Contracts Regulations is being invoked in this procurement as only one person or firm is believed capable of performing the contract.
