    Description

    BACKGROUND

    DIAND has the primary (but not exclusive) responsibility for meeting the federal government’s constitutional, treaty, political, and legal responsibilities to Aboriginal peoples and Northerners. Under this mandate, DIAND manages and maintains the planning, design, implementation, and assessment of policies and the delivery of a variety of programs and services to Aboriginal and Northern peoples and communities.

    The Financial Systems and Training Directorate within DIAND is responsible for all management, support and training related to the department’s financial applications. This includes, but is not limited to the departments mission critical Grants and Contributions Information Management System (GCIMS), a web based transfer payment management system which automates the Department’s transfer payment business processes, manages funding agreement information, and provides on-line access for First Nations and other funding recipients.

    As a result, DIAND requires additional specialized resources for up to THREE (3) resource categories at various levels to supplement internal capacity.

    OBJECTIVE

    The Grants and Contributions Information Management System (GCIMS) support the grants and contributions business operations of both DIAND and its external partner organizations such as Health Canada and the Health Agency. The objective of this project is to continue to evolve the GCIMS system according to the agreed upon priorities of the supported organizations. The resources will be integral members of the development team and will perform multiple IT development roles.

    SCOPE OF WORK (SOW)

    The Contractor must provide, as and when requested by Canada, web application development for internal clients to support business and technology requirements in accordance with the Contractor Resource Roles and Tasks described in this SOW.

    Web Application Support Services

    In supplying resources as described below in all Streams of Work, the Contractor shall supply:

    a) A single resource to work independently; or
    b) A single resource as part of, or to lead a team; or
    c) A group of resources to act as a team; or
    d) A group of resources to supplement a team; or
    e) Multiple resources to act in any combination of the above.

    Any and all Web application development will include work done on DIAND Internet applications, or internal DIAND intranet applications.
