    Defence Construction Canada – Request for Abbreviated Proposals (RFAP) for MARLANT & MARPAC Safety & Environment Verification Program Services – Standing Offer Agreement, Halifax (NS), Esquimalt (BC) and Satellite Sites across Canada (HX070014)

    Defence Construction Canada (DCC) is calling for Abbreviated Proposals from consulting firms to establish a Standing Offer Agreement to provide “as and when required” professional services specific to Department of National Defence (DND) requirements located primarily within the Halifax Regional Municipality (HRM), Nova Scotia and Victoria, British Columbia. Verifications will also take place at Naval Reserve (NavRes) locations throughout Canada.

    The objective of this RFAP is to select one (1) firm, who will sign a Standing Offer Agreement (SOA) with DCC to provide services on an “as and when required” basis to a maximum estimated value of $325,000.00, for a period of one (1) year from the date of establishment.

    If mutually agreeable between the Consultant and DCC, the SOA may be extended for up to

    four (4) additional one (1) year periods and increased in the order of $350,000.00 for each

    additional period or when the SOA reaches its maximum limit, whichever occurs first.

    Call-ups under the SOA are expected to be valued between $8,000 and $10,000; the

    maximum value of a Call-up is $75,000.

    The SOA is not a commitment by DCC to spend the entire amount.

    Information provided by the Proponents will be evaluated using the established criteria in the RFAP document. The technical criteria relates to achievements and experience, technical and managerial expertise. The highest ranking firm selected through the evaluation process, including a factor for the price element, will be selected for the SOA.

    This opportunity follows procurement procedures in accordance with Chapter 10 of NAFTA.
