Purpose of this Advance Procurement Notice
This is not a bid solicitation. This is an advance notice for a potential project with anticipated security requirements to provide interested contractors and sub-contractors an opportunity to apply for security clearances. Note that there is no guarantee that this project will proceed.
Description of the Project
The aim of this project is to contract the work of a general contractor for a project to replace the ventilation, heating and plumbing systems in an existing building at the Valcartier Garrison.
The construction work’s estimated value is approximately $ 4 000 000.
Description of the Services
For this project, the construction work may include, without being limited to, the following services, that will require compliance with the security requirements:
- Ventilation and air conditioning
- Plumbing
- Heating
- Electricity
- Regulation
- Fire protection
- Fire alarm
- Moving
- Steel structure
- Insulation
- Testing, adjusting and balancing
- Painting
- Jointing
- Flooring.
The construction’s procurement is intended to be set at the end of winter 2018. This is conditional on the project receiving approval to proceed by the Department of National Defence.
Security Requirements
Contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Sub-contractors will be required to hold a valid DESIGNATED ORGANIZATION SCREENING (DOS) at the level of RELIABILITY, issued or approved by the Canadian Industrial Security Directorate (CISD), Public Works and Government Services Canada (PWGSC).
Process
General contractor or sub-contractor that do not meet the stipulated security requirements and that are interested in submitting a bid for this procurement can apply for the security clearance through the Industrial Security Program (ISP). This can be done by following the procedure on DCC’s website at the following link: http://www.dcc-cdc.gc.ca/english/contractors_consultants.html. General contractors or sub-contractors are asked to submit their request prior to February 20th 2018 quoting the following information:
- Contract number VR-158350 CN; and
- Level of clearance requested to be sponsored for.
