    AMI– The Assistant to Mining Innovation- Phase II Project Mapping

    2. Definition

    An Advance Contract Award Notice (ACAN) allows departments and agencies to post a notice, for no less than fifteen (15) calendar days, indicating to the supplier community that it intends to award a good, service or construction contract to a pre-identified contractor. If no other supplier submits, on or before the closing date, a Statement of Capabilities that meets the requirements set out in the ACAN, the competitive requirements of the government's contracting policy have been met. Following notification to suppliers not successful in demonstrating that their Statement of Capabilities meets the requirements set out in the ACAN, the contract may then be awarded using the Treasury Board's electronic bidding authorities.

    If other potential suppliers submit Statement of Capabilities during the fifteen calendar day posting period, and meet the requirements set out in the ACAN, the department or agency must proceed to a full tendering process on either the government's electronic tendering service or through traditional means, in order to award the contract.

    3. Background

    The Green Mining Initiative (GMI), led by Natural Resources Canada (NRCan)’s CanmetMINING Branch, aims to improve the mining sector’s environmental performance, and to create green technology opportunities for Canadian businesses.

    Previously, members from the Green Mining Initiative Advisory Committee (GMIAC) and the Green Mining Initiative Intergovernmental Working Group (GMI-IGWG) Subcommittee met to discuss a national collaboration strategy for the mining industry that would focus on collaborative innovation within the sector to accelerate Canada’s mining innovation and the adoption of green mining technologies. It was noted that currently in Canada there is an “innovation imperative” and as a result, mining industry stakeholders need to work together towards a shared vision of making the Canadian mining industry a leader in competitiveness and sustainability. To increase the synergy amongst key players in the Mining sector, CanmetMINING has proposed to pilot an interactive map of Canadian mining innovators to better facilitate collaboration and commercialization of green technologies.

    Recently at the Energy and Mines Ministers’ Conference (EMMC) held in New Brunswick on last August 2017, the Assistant to innovation web tool with basic functionalities Version 1.0 was one of the key deliverable in the new proposed National Collaboration strategy. During the EMMC meeting, Ministers have endorsed the AIM portal version 1.0 and recommended to enhance the existing portal in mapping key mining projects to connect the sector and align mining initiatives.

    4. Objectives

    The objective of this contract is to develop new functionalities to the existing online tool, the AMI interactive map web application, to collect and display various datasets surrounding the idea of innovation in the mining sector. The tool will have a new data collection component that will allow mapping the key mining projects currently on going in Canada and displaying links between collaborating organizations on the interactive project map. It will also contain an enhanced search and filter engine tool with sorting options.

    5. Project Requirements

    The Contractor must adhere to the requirements outlined below:

    1) Develop a project map on the existing web platform online application (ami-aim.ca);
    2) Display key information on a Canada map in compelling ways using data visualization techniques and update data in real time;
    3) Let users navigate the information in a visual way where the relationships and hierarchy of the data become immediately evident; and
    4) Extend the online application to provide a searchable map-based interface

    5.1 Tasks & Deliverables

    Reporting to the Director General, CanmetMINING, the Contractor will provide progress reports throughout the development of the online application. The Contractor is also responsible for providing the following deliverables:

    Deliverable 1: An initial meeting within one (1) week of signing the contract. The date, type (telephone, video-conference, WebEx, in person) and place of the meeting (if in person) will be decided jointly between NRCan and the contractor. The objective of the meeting is to discuss the proposal, in general, and to clarify the schedule and the work breakdown table.

    Deliverable 2: Provide an early draft of the project interactive map and overview of functionality to CanmetMINING no later than March 23, 2018. CanmetMINING will provide feedback, and seek input from GMI-IGWG Subcommittee and GMIAC members to provide to the Contractor.

    Deliverable 3: Provide the final draft of the project interactive map with all functionalities running on multiplatform no later than April 20, 2018. The online application must contain all the elements as described in the Statement of Work. 

    Upon receipt, the online application will be tested by CanmetMINING and members of the GMI-IGWG Subcommittee. Comments received by the GMI-IGWG Subcommittee members will be compiled and then discussed with the Contractor for possible additions in the application by April 27,2018.

    Deliverable 4: Provide the final version 2.0 of the multiplatform interactive map (online application) and all source codes to support collaborative innovation in the mining sector no later than May 4,2018.

    8. Contract Period

    The contract period shall be from date of award of contract to May 4, 2018.

    9. Estimated Cost

    The estimated maximum value of the contract is between $35,000.00 and $40,000.00 CAD including all applicable taxes.

    10. Exception to the Government Contracts Regulations and applicable trade agreements

    (d) Only one person or firm is capable of performing the contract

    The contractor must:

    1) Have at least one (1) resource with experience in graphic design and direct experience working for Web applications (Minimum five (5) years within the last ten (10) years);
    2) Have at least one (1) resource with experience related to standard markup language for creating Web pages (Minimum five (5) years within the last ten (10) years);
    3) Have At least one (1) resource with experience related to data visualization techniques (Minimum five (5) years within the last ten (10) years);
    4) Have provided services for at least two (2) projects of a similar nature for web applications created over the last 2 years; and
    5) Have access to the source code of the AIM portal.
