Courier Services
DESCRIPTION OF REQUIREMENT
To establish a contract for pick-up and delivery services, both “regularly scheduled” and “as and when requested”, of the CRA’s courier items.
The CRA mail operation is set up using a Hub and Spoke model. The Hub is the mail processing centre servicing regional spokes (satellite) offices. Mail processing hubs and stand alone offices perform all types of activities, including the sorting of correspondence to be distributed to the satellite locations.
The CRA intra-Agency network links 48 CRA mail operations. In addition to contracted courier services, the movement of intra-Agency mail is supported by CRA vehicles and personnel for some intercity movement of mail.
The CRA estimates approximately 180,000 shipments annually.

PERIOD OF CONTRACT
The period of the Contract will be from August 10, 2018 to August 9, 2020 inclusive. The CRA intends to award a contract in advance of the August 10, 2018 start date to allow for any and all transition activities that may be required should the Contract be awarded to a non-incumbent.
The Contractor will grant to Canada the irrevocable option to extend the term of the Contract by up to five additional one year periods under the same conditions.
CONTRACTOR SELECTION METHODOLOGY
The compliant bid with the highest combined rating of technical merit (20%) and price score (80%) will be recommended for award of a contract subject to pre-award conditions being met.
