    RFQ Scope: FCC requires 4 full time web development consultants to assist with the construction and maintenance of FCC’s cloud based commercial software packages: AgExpert Field and AgExpert Accounting. 

    These roles will begin on May 7, 2018 and be in place until March 31, 2019. FCC’s strong desire is for all work to be completed onsite in Regina, SK. Remote work arrangements will only be considered by FCC if suitable onsite candidates can’t be found.

    Expected Qualifications

    Mandatory

    To be considered, each consultant must demonstrate experience in the following:

    • hands on Web Development (3 or more years)
    • building web applications using HTML5, CSS, JavaScript
    • developing RESTful API services using ASP.NET Web API 2
    • unit testing ASP.NET Web APIs
    • Microsoft C#
    • Ability to communicate fluently in English

    Desired

    The following experience will be considered desirable:

    • Experience building Single-Page Applications (SPA)
    • Experience with:
      • Angular 2 or newer
      • design/implementation
      • Azure SQL Database
      • Azure App Services (Web, API)
      • test automation of Angular 2 (or newer) web applications using Karma and Protractor
      • Visual Studio (2015 or newer)
      • version control using GIT, or other distributed source code repositories
      • working in an Agile (Scrum) team environment
      • working with Visual Studio Team Services Online
      • accounting practices
      • Agriculture, and/or building software for Agriculture

    Additional Information

    • Consultants will be working on a project with 3 to 4 scrum teams to assist in the construction of a new commercial agricultural accounting application.
    • There is opportunity to work on all pieces of the technology stack including front end, API and database components. 

    RFQ Schedule:

    • RFQ release date: April 6, 2018
    • RFQ closing date and time: April 16th, 2018 at 9:00 AM

    Note: All times are CST, Saskatchewan. Any RFQ response received after the RFQ closing date and time will not be accepted.

    RFQ Response Format : The RFQ response is expected to include:

    • A cover page, including relevant company information and contact details
    • Personnel profiles (e.g. resumes or CV’s) detailing the applicable skills and experience of each proposed resource. Vendors may include up to a maximum of five (5) profiles for FCC’s consideration.
    • Where a vendor is proposing multiple resources, a skills matrix illustrating the mandatory and desired qualifications that each proposed resource meets
    • Pricing that includes all-inclusive hourly rates, and any terms or conditions that would apply
    • List the available start date for each resource and confirm their ability to work 100% onsite in Regina, SK, for the duration of the contract.

    Note: Any ITQ response that FCC deems does not include sufficient detail to allow FCC to assess a vendor’s capabilities and experience may be removed from consideration, at FCC’s sole discretion.

    RFQ Evaluation:

    The screening and evaluation of responses will be conducted with the intent of maximizing benefit and overall value to FCC, based on a qualitative assessment of the following, which are listed in order of importance:

    • quality and fit of the experience and qualifications of the proposed personnel
    • ability to work 100% onsite in Regina, SK for the duration of the contract
    • pricing

    Note: FCC’s preference is to source all consultants from the same vendor. However, FCC may source consultants from more than one vendor, if it deems that will provide FCC with the best overall value, as determined in FCC’s sole discretion. RFQ responses that propose less than the full number of four resources are acceptable.

    RFQ Process Considerations 

    This is an RFQ only, not a call for tenders. FCC does not intend to create a contractual relationship, either express or implied, with any vendor, until such time that FCC signs a definitive contract with a vendor. FCC reserves the right to:

    • extend any deadlines, amend the procurement process, or cancel this RFQ, at any time;
    • amend the RFQ scope, at any time;
    • request additional information from any Vendor, in any form to clarify, verify or evaluate any aspect of a RFQ response;
    • conduct additional activities such as (but not limited to) interviews or reference checks
    • offer any resulting contract in whole or in part to the Vendor, or Vendors offering the best overall value or benefit to FCC, as determined by FCC, in its sole discretion;
    • reject any RFQ response, for any reason; and
    • elect to not award any contract, or not proceed with the work described in this RFQ

    Vendors should also note:

    • FCC’s procurement process allows for negotiation between FCC and one or more vendors, prior to awarding any contract.
    • This solicitation notice serves as the solicitation document. There are no additional solicitation documents associated with this RFQ.
