A.1 Introduction

This is a Tender for a Standing Offer Agreement (SOA). The National Gallery of Canada (NGC) requires a qualified Contractor, with minimum five (5) years’ experience, to provide commercial framing and drywall services, on an “as and when” required basis to NGC for its various exhibition galleries.

It is important that the successful Contractor understands that a very high degree of quality workmanship and organization skills will be expected from him/her. Some call-ups have short lead time. Normally, NGC will attempt to let the Contractor know at least 5 days before services are required. 

A Standing Offer Agreement (SOA) is an arrangement to provide goods and services at the prearranged prices with set terms and conditions, for specific periods of time on an “as requested” basis.

1. A Standing Offer is not a contract.
2. An order against a Standing Offer is a “call-up”.
3. Each call-up is a separate contract between the Corporation and the Supplier.
4. A call-up does not involve any negotiations.
