    Description

    Public Works and Government Services Canada (PWGSC), on behalf of Transport Canada (TC), has a requirement for a Geographic Information System solution (GIS Solution) to enhance Maritime situational awareness in ten selected coastal communities. Each coastal community will access and use the GIS Solution online; however, the GIS Solution must also be available offline on computing devices for use where no internet connectivity exists. This pilot project is aligned to the national Oceans Protection Plan to improve marine safety and responsible shipping, protecting Canada’s marine environment. 

    The procurement strategy includes a phased evaluation, incorporating the award of up to five contracts for the purpose of demonstrating the technical functionalities and capabilities of the bidders’ proposed solution and the final contract award of the selected solution to operate in the ten coastal communities. 

    The initial period of the contract is 2 months with an option to extend the contract by up to one period of 14 months, four periods of one year each and one transition period of 4 months. 

    The ten coastal communities are:

    1) Haida Nation, British Columbia;

    2) Gitga’at Nation, British Columbia;

    3) the T’Souke First Nation, British Columbia;

    4) Pacheedat First Nations, British Columbia;

    5) Tuktoyaktuk, Inuvialuit Settlement Area, Northwest Territories;

    6) Cambridge Bay, Nunavut;

    7) Kahnawake First Nation, Quebec;

    8) Essipit First Nation, Quebec;

    9) Nain, Nunatsiavut Settlement Area, Labrador; and,

    10) Maritime Aboriginal Peoples Council, Truro, Nova Scotia.

    This procurement is subject to the following Comprehensive Land Claims Agreement(s):

    • Nunavut Land Claims Agreement – Cambridge Bay
    • Labrador Inuit Land Claims Agreement - Nain
