    Study of the current and future capacity of seafarers in Canada

    Introduction:

    This project should be completed with the overarching view of identifying key factors affecting the marine labour market in Canada, including identifying and quantifying the gap of available seafarers to crew Canadian vessels, analysis the economic value of this labour force and recommend areas to improve training and retention.

    Objectives of the Requirement:

    This project will provide a global view of the key factors affecting the marine labour market across Canada. Specifically, this work will require the collection of up-to-date data from various sources (including Transport Canada (TC), Employment and Social Development Canada, Immigration, Refugees and Citizenship Canada, Statistics Canada and Canadian vessel operators, unions, training institutions and/or associations) in order to:

    1. Identify and quantify the gap in available seafarers to crew Canadian vessels, including the use of certificated and non-certificated Canadian seafarers for the next 10 years;
    2. Analyze the economic value of Canadian seafarers (certificated and non-certificated) working on Canadian and foreign vessels;
    3. Compare the seafarer certification process against foreign jurisdictions to identify best practices; and
    4. Recommend areas to improve regarding the training and retention of Canadian seafarers in view of expected gaps and the impact of technology on the sector.
