    Description of the Requirement:

    ESDC, like many federal government departments, uses data to support evidence-based decision making in areas such as performance measurement, policy analysis, evaluation, and research. This requires the sharing of data between different business areas, which results in a certain level of risk related to privacy and security. 

    As the Department is in the midst of several major program transformation initiatives that require fact-based performance management and fact-based decision-making, requiring a strong understanding of the risk of re-identifying individuals.

    In an attempt to better articulate and manage data risk while staying relevant and playing an active role in delivering on key priorities, ESDC has identified the risk of re-identifying individuals as an objective that needs to be understood so that there is a standard methodology for measuring risk and that the level of risk is properly handled when granting access to and using protected data.

    This project has two main objectives: Risk Management and an Access Model for ESDC data sets.

    1. The objective of Risk Management is to understand, determine and evaluate the risk of being able to re-identify individuals within a complex data set at Employment and Social Development Canada (ESDC).
    2. The Access Model objective is to develop and finalize a conceptual access model for data users. This applies to internal as well as external data users to the department of ESDC.

    Level of Security Requirement:

    CommonPS-SRCL#9 applies

    Company Minimum Security Level Required: Designated Organization Screening (DOS) with approved Document Safeguarding at the level of protected B

    Resource Minimum Security Level Required: Up to Protected B

    Applicable Trade Agreements:

    The requirement is subject to the provisions of the World Trade Organization Agreement on Government Procurement (WTO-AGP), the North American Free Trade Agreement (NAFTA), the Canada-Chile Free Trade Agreement (CCFTA), Canadian Free Trade Agreement (CFTA), the Canada-Peru Free Trade Agreement (CPFTA), the Canada-Columbia Free Trade Agreement (CColFTA), and the Canada-Panama Free Trade Agreement (CPanFTA).

    The proposed period of contract shall be from contract award date and for a period of 26 weeks.
