    Request for Standing Offer for Mechanical Testing Laboratory Services

    This requirement is for: The Correctional Service of Canada, CORCAN various regions across Canada.

    Trade agreement: Canadian Free Trade Agreement (CFTA), World Trade Organisation-Agreement on Government Procurement (WTO-AGP), Canada Korea Trade Agreement (CKTA), North American Free Trade Agreement (NAFTA), Canada free trade agreements with Chile/Colombia/Honduras/Panama, Canada-Peru Free Trade Agreement, Canada-European Union Comprehensive Economic and Trade Agreement (CETA), Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP).

    Tendering procedures: All interested suppliers may submit a bid.

    Competitive Procurement Strategy: lowest priced compliant bid

    Set-aside under the Procurement Strategy for Aboriginal Business:

    Nature of Requirements:

    The following is a summary of the statement of work for this requirement.

    The Correctional Service of Canada (CORCAN) has a requirement to provide mechanical testing laboratory services on product lines for various locations across Canada, on an as and when requested basis. The mechanical testing is for CORCAN product lines such eSpace and ECO system workstations, MetaFlex and QR FlexStation freestanding workstations, Breeze and Pearle office chairs which require testing against Canadian General Standards Board (CGSB) and American National Standards Institute (ANSI) / Business and Institutional Furniture Manufacturers Association (BIFMA) standards.

    The independent laboratory must be recognized or accredited by:

    1) For Foreign labs: must be recognized by the Canadian General Standards Board (CGSB)

    2) For Canadian labs: must be accredited by the Standards Council of Canada. 

    Objectives:

    To provide mechanical testing laboratory services on CORCAN product lines for various locations across Canada, on an as and when requested basis.

    Deliverables:

    For each testing request, the Contractor’s laboratory must list all components to be tested (worst-case scenario) and must justify them to CGSB if required. All tests non-recognized as “worst-case scenario” by CGSB must be redone at the Contractor’s expense.

    Testing results must be submitted as per CGSB requirements to CORCAN.

    • Test reports must be dated and signed.
    • All test reports must be provided in English.
    • The product line and the reference to product tested must be identified clearly on the first page
    • For each test, the followed procedure must be indicated
    • Test results must be recorded numerically, where applicable
    • Clear photographs representing the test performed and the item tested must be included with test reports.

    Term of Standing Offer:

    Period of the Standing Offer: The period for making call-ups against the Standing Offer is from July 1, 2019 to June 30, 2020, with an additional four (4) one (1) year option periods.
