    This RFP is only for pre-qualified Suppliers for Stream 6: Financial and Accounting Services against Professional Audit Support Services (PASS) Supply Arrangement (E60ZG-060004)

    DESCRIPTION OF REQUIREMENT:

    The asset retirement obligations standard is effective on or after April 1, 2021. Obtaining early understanding of this standard’s effects is important, as the impact on the organization may be significant.

    Provide knowledge to Marine Atlantic how the standard will apply to our organization and its impact on the accounting procedures and the financial statements.

      DURATION OF CONTRACT

    The period of the Contract is from date of Contract to May 31st, 2020 inclusive

    EVALUATION PROCESS AND SELECTION METHODOLOGY

    Mandatory Technical Criteria

    Project Manager/Leader must have the following professional qualifications:

    Professional Designation in any one of the following: CPA, CA, CMA, or CGA

    Experience:

    Must have a minimum of six (6) cumulative years’ experience in financial and accounting and related services within the last ten (10) years

    Point Rated Technical Criteria

    Experience: Must have a minimum of five (5) years’ experience working with Marine industry.

    Financial Evaluation

    Pricing will be scored based on a relative pricing formula using the rates set out in the Basis of Payment. Each bidder will receive a percentage of the total possible points allocated to price for the particular category it has bid on, which will be calculated in accordance with the following formula: Lowest price ÷ proponents price x weighting = proponent’s pricing points.

    Basis of Selection

    1. To be declared responsive, a bid must:
    1. Comply with all the requirements of the bid solicitation
    2. Meet all mandatory technical evaluation criteria; and
    3. obtain the required minimum of 10 points overall for the technical evaluation criteria which are subject to point rating.
       
    1. Bids not meeting (choose "(a) or (b) or (c)" OR "(a) or (b) or (c) and (d)") will be declared non-responsive.
    1. The selection will be based on the highest responsive combined rating of technical merit and price. The ratio will be 20 % for the technical merit and 80 % for the price.
    1. To establish the technical merit score, the overall technical score for each responsive bid will be determined as follows: total number of points obtained / maximum number of points available multiplied by the ratio of 20 %.
    1. To establish the pricing score, each responsive bid will be prorated against the lowest evaluated price and the ratio of 80 %.
    1. For each responsive bid, the technical merit score and the pricing score will be added to determine its combined rating.
    1. Neither the responsive bid obtaining the highest technical score nor the one with the lowest evaluated price will necessarily be accepted. The responsive bid with the highest combined rating of technical merit and price will be recommended for award of a contract.
